Would using multiple forms of Deoxys (like Deoxys-D and Deoxys-A) violate the species clause?

I have two questions:
1. Is there a WiFi mode in PBR with matchmaking similar to the GS Cup Flat Battle and which doesn't auto-level your pokemon up to 50 if you're using, for example, a Lv. 1 Smeargle? I don't want to waste my time if there isn't.
As far as I know, it always auto-levels. PBR realy needs to be updated or replaced cuz it can't even recognize Griseous Orb...lame.
I know that they discusted this a lot but does any one know why they did not take out stealth rocks , make it a suspect , or just cap it by 25% max (perferibly a little newer bec some reasons they gave was bec then salamance would be too strong and he's now suspect )
Because it's totally unescessary
Not broken enough. Please dont say its unnecessary because both sides have strong points .............................. I know that they discust this a lot but does any one know why they did not take out stealth rocks ,
Pokemon are of more importance than single moves.make it a suspect ,
We don't alter with game mechanics.or just cap it by 25% max (perferibly a little newer bec some reasons they gave was bec then salamance would be too strong and he's now suspect )
I encountered a wild Dustox and it used Whirlwind first turn, but it failed (against my Alakazam).
How/why did Whirlwind fail?
EDIT: Nvm, found the answer.
The second may round to 1 point higher, as it would be worth .5 SpeedLet's say I have a Brave Level 50 Machamp with a 0 speed IV, and a Brave Level 50 Machamp with a 1 speed IV. If both have 0 speed EVs, would their speed stat be the same at level 50? Or would the second Machamp's be one point higher?
Would you mind sharing? Sometimes the NPC's pokemon (like Jasmine's Empoleon or wild Growlithe) will fair if they use Roar or Whirlwind on me. I don't even own a Soundproof or Suction Cups pokemon and they weren't Taunted.

You always round down in Pokemon, AFAIK.
But that's more a case of a set minimum, i.e. "a damage source (attack/status/entry hazard) always does at least 1 damage."Not always, damage rounds up, in the case of a level 1 attacking a level 100 where 1 damage is always done
Hey, here's an interesting idea. I know we don't tamper with game mechanics but it would be interesting if we did. What if moves like roar/whirlwind etc didn't always go last but were based on speed instead?? I know that it would make things cheap because if you had stealth rock up you could basically just stealth rock damage your opponents to death, but they could have fixed this problem by giving the move lower PP. It would make pokemon like swellow excellent scouts and add a whole new style to battling. Smogon is supposed to enjoy doing a lot of "experiments" (like the CAP project) for the OU metagame, and I honestly don't see why altering the game mechanics couldn't fall into the "experiments" we're doing (again, like CAP project).
