No it will not. Since it is an event Pokemon, it will not respawn and you can only do the event once without the help of an Action Replay.

I've another question... do NPCs of pewter city influence the frame even if I can't see them in my screen?
Yes, they can. That's why I suggest a frame higher than 12 because then even if the NPC's mess up the first few frames, you can still verify the seed in RNGReporter with the Search Elm function.

and to your own question, no an incense will not screw anything up.
The "Shiny Egg" tab under Time Finder doesn't display any IVs if that's what you were talking about. The nature was the correct one, but the gender is NOT.
post the following please: seed you are trying to hit, the frame you were aiming for, and the nature and ability of the Pokemon that you hatched.
EDIT: also if you are using international parents.
You right click the seed you chose in Time finder and you choose "copy seed to clipboard". You put that into the seed(hex) box on the main page of RNG Reporter. You choose breeding DPPT international if you have international parents and you click generate. Look down the list and see if your pokemon is listed there.

Target Frame: 3
Nature (hatched pokemon): Modest (also the desired nature)
Ability (there's only one ability to choose from - Torrent for Piplup in this case): I selected "Any."
I selected the box for international parents because the Ditto I have is Syberia's, or at least I think it is. The OT is: Syb
The resultant baby had a Modest nature (correct) and it was Male (incorrect for that seed).
ok so apparently you landed on frame 7, as that is the closest modest natured spread to the one you want so what did you do to advance the IRNG?
I called Professor Elm to verify what seed was on and when I saw I was on the right seed, I called Youngster Joey just once because I assumed I was on frame 1 by this time. I was under the impression that this one call would lead me to my Target Frame of 3, not 7 -_-
Edit: I put the parents in the daycare after calling Elm first (once I knew I was on right seed). I called Joey, then biked back and forth between whatever Route it is and Goldenrod City waiting for that egg. When I finally saw that there was one, I saved in front of the daycare man.

@zack: I didn't know I was supposed to reject eggs. Perhaps that's why.
they were going for frame 3, so they did the correct thing in calling joey as he normally advances the IRNG by 2 so they didn't have to reject eggs
Edit: also are you sure youngster joey did not want to battle when you called him.

To be honest, I don't remember exactly because I wasn't paying attention to what he was saying -_- . What if he did ask for a battle?
