You need to expand your paragraphs a bit or mods will lock this thread :(. I also recommend removing Shaymin and Scizor and make this a UU team, because, well your 4 core pokemon are UUs, and...are outclassed by others in the OU environment.

Basically make it a UU team is my suggestion :S

Really?

Bulky Tauntgyara rips through your team. As do defensive rotom-h's, and any form of stall pokemon to be honest.

Moltres is gimmicky in OU, especially when you're leading with qwilfish as it will nearly never stop a determined lead from getting rocks.

Qwilfish is weak. If you want a taunt lead who can get down SR go with Lead Azelf. It can taunt slower leads stopping SR for your tres and get down SR almost all of the time.
 
Yeah, like the others mentioned expand your descriptions.
I don't believe a team like this peaked 1500 unless you got extremely lucky in the ladder.
 
I think less Shaymin and Scizor, more Sceptile and Scyther - then move to UU RMTs. Since you know, this is closer to a UU team then anything else.

Basically, make this a UU team. Also, run Assurance over Roar on Donphan so you can hit spinblockers hard as hell, and proceed to remove Stealth Rock. Otherwise SR Will make Moltres and Scyther miserable.

Except he/she is using it as an OU team... So suggest 'better' replacements instead of a change of tier? The team has obviously been successful in -->OU<--.

The team members could obviously be changed to more typical 'Mons but if they are working then I won't suggest a big change or anything.

To fix up the 'Donphan is useless' thing, you could replace Qwilfish with a Forretress in the lead position with a set similar to:

You should be able to get up 2 layers minimum if you aren't careless with this. You keep the Rapin Spin as requested, and tbh your team is quite vulnerable to hazards so good call.

You beat Ape/Heatran with Milo, Roserade you can work around... and the rest of your team basically means you can handle nearly every lead.

This leaves 1 slot open. Gyarados issues + no spin blocker = get a Rotom-A!

On Milotic, those 8 speed EVs are not needed in OU as in UU they're for outspeeding max speed base 50s. Have you considered an EV Spread of 252 HP/ 240 Def/ 16 SpD? It insures that you aren't 2hkoed by any unboosted attacks i.e. LO Heatran's HP Grass maxes at 44.7%, LO Starmie's Thunderbolt maxes at 49%, and LO Gengar's Shadow Ball does 32-38%. You should also consider running HP Electric over Haze to deal with Gyarados better who would otherwise fuck over the rest of your team.

If I were you, I would probably use LO Heatran over Shaymin and Milotic. He has much better synergy with them than Moltres, and is a hell lot more powerful (not to mencion bulkier!).

Taunt fucks Blissey while Fire/Ground/Grass covers pretty much all of OU.

Qwilfish might be good in UU, but in OU every lead fucks it over. I'd like to suggest Colbur Berry Azelf.

This Azelf handles every lead well bar Specs Heatran and Scarf Jirachi. He's basically like Qwilfish but not as crappy.

You COULD replace Donphan with Starmie and Milotic with Rotom-A. However, that would make you really Pursuit weak so it's your decision really.
