Sandstorm makes Rock pokes get a 50% special defense increase. Ice pokes should get a similar boost in hail/snow. (+1 speed Weavile FTW! ^_^)
Why would Weavile need +1 Speed? Ice Shard already takes care of most of the Scarf users that are faster than him (Heatran being the only one, I believe). If anything, an Ice attacks boost would be better to make Ice Shard that much more powerful.

Now, pokes like Mamoswine would like +1 speed. Of course, Bullet Punch and a hypothetical priority fire attack (Napalm?) still messes him up, but nothing a Heatran can't fix.

I still think an Ice/Fighting polar bear is whack.
 
In Pokemon Mystery Dungeon, Explorers of Darkness, Time, and the Sky, certain Ice-type in the game gained an extra speed point when the weather is relavent to winter conditions. Perhaps this should suffice in the Blck/White games, since the Mystery Dungeon series of DTS were created after the release of D/P.
 
I'm not really a fan of the whole snow weather, if it's true. Ice-types don't need two different weather effects, they just need one good one. Either way, though, the polar bear sounds pretty cool to me.

And the dolphin sounds like shit.

Skill Swap Tutor. I would hope you mean simply a Move Tutor. If there were any way to swap Abilities outside of a battle, that would just be retarded.

I hope that Dolphin's real, why just the other day I was bitching here about the lack of Dolphins.
 
While browsing through Facebook, I stumbled upon this picture of the finals evolutions of the 5th Generation starters. I have no idea if the picture is legit or not, but I'll share it here for speculation. (Sorry if it's been posted already)

Whyyyyy do people keep falling for that fake. Even ignoring that it's been debunked multiple times, nothing about it looks real.
 
I think it looks plausible, and I've never seen it before, so I'm just sharing it here. So it's fake? (I like Smugleaf's evolution though xP)
Fake for so many reasons:
1. It was made months ago, so there's that
2. The art style doesn't match
3. Magazine style doesn't match any of the magazines's...style...
-No stats on them
-No pictures of them in battle
-Background would be a bit more "exciting"
-Overall just not like them at all
4. They wouldn't randomly put the two logos in the corner
5. The crease is obviously photoshopped despite supposedly being a "scan"
6. With the sole exception of Blaziken, who I don't think was unveiled in CoroCoro at all, they've never revealed the final starter evos (or even the middle evos!), much less for all three.

Those points all make it quite obvious that it's a fake. I guess I haven't been paying much attention to much apart from the actual Pokemon themselves... :P
 
Also I think the text itself is the wrong characters or something. But I might be thinking of other scans, and it's only really noticeable to those that, like, can read the language.

Which is probably the point.
 
I've heard of a seagull that turned into a pelican, a discus fish that (maybe) turned into an ocean sunfish and a piranha that turned into a shark, but an otter that became a bear is sheer nonsense, even for GF.

Well, there is Remoraid and Octillery. Remoras and octupi aren't the same species. And of course, there's Magikarp. But that is true, an otter turning into a bear is fairly... odd, to say the least.

Ohhhhhhhh the fake final evo's looked fucking bad-ass. What about their typings anyone know??

Since they're fake, I can assume by their looks, Grass/Dragon, Water/Fighting, and Fire/Poison. The grass one looks like a Chinese serpent-dragon, the water one just looks very tough, and the fire one has a poison symbol on its tail. However, they are fake, so I am just assuming what they would be.
 
There's always a reason why a pokemon evolves into whatever else, even if it's a bit obscure. The most far-fetched evolution lines would have to be the ones for Charizard, Dewgong, Ampharos, Tyranitar, and Pelipper.

Otter to bear? Not even a connection, besides maybe both of them living in the same hemisphere.
