I think the whiter the spot on the image is, the more Photoshopped it is. Just a guess.

If certain sections of the image have noticeably different levels of brightness, it is a strong indicator for further investigation.

I think it doesn't matter, because it's still printed at the quality it's saved. Since the photo is good enough, I think the ELA can still do it's job reliably.I don't think the images are Photoshopped at all.
Maybe he did create the Pokémon in Photoshop, but to take the photos he probably printed them first and then took pictures, to add some veracity. So that website is not going to work for this.
I don't understand what you are trying to prove with this. I took a random image from the Yellow Forest Pikachu Pokéwalker Promotion and ran it through the site. According to the site the thing is Photoshopped beyond belief. You can see what I mean here.

I'd like to know why this isn't considered proof. He has the full image of them and is confirming them as fake.

This was the first time the full images had been posted, so I don't see how this image isn't conformation that this isn't fake.
Gazooki, I've yet to say anything about the starters one way or another, I only find their legitimacy questionable.
The image on the homepage that is supposed to act as an example is clearly outlined.
It is worth noting that edges and areas red in colour are often depicted as brighter in the ELA tests. This due to the way the photos are saved by various programs. It is not proof that image was manipulated.
