May I ask how the level restriction will be enforced? For instance, if I (or anyone) provided a log showing a level 100 Kyogre (for example), would the opponent be disqualified? I'm just curious.

That's correct, they would be disqualified.

They can be used at level 100 with the exception of those which are tiered above NU (Scyther, Chansey, etc)
 
EDIT: OK, looks like I did all that research for nothing :chaos:
I'm in the process of building teams, and I imagine wilson46 is too because he hasn't responded to my scheduling PM.

(For example, Recover is legal on Mewtwo because it is learned at LV 44 in Gen III despite being learned at LV 86 in Gen IV.) I hadn't thought of that. You know how in D/P, the Battle Tower would simply drop your level to 50? You would be exactly the same, but at level 50. This could work like that, which would allow for those 'mons to know those moves. Hey bigfoots, which is it?

This is important and really needs to be answered before any battles take place.

I bolded the really important ones. Four Pokémon - Darkrai, Mew, Mewtwo, and Shaymin - got massively nerfed due to the level restrictions. Their only quality options left are Choice Scarf (Darkrai), Lead/Physical Attacker (Mew), Defensive (Mewtwo), and SubSeeder (Shaymin). Hopefully you will find this information useful!

It's the second. You can use the moves, similar to in the battle tower, but should drop your level to the requirement. The idea of the restriction is only to handicap Pokemon through a level cap, not restrict their movepools as well.
