Lure Balls should only guarantee a catch if you encountered the wild pokemon while fishing; otherwise, the effect is just the same as a pokeball. If you really want these Magikarp, just use regular Pokeballs (1/3 chance of catching), Great Balls (1/2), or Ultra (2/3).I've actually failed at catching level 10 Rattatas with the same Magcargo at the same level with the same ball.
