Well, it isn't, I've been using Lure Balls on the same Magikarps and missing even more. >_>
Use a Repeat Ball if you already own a Magikarp, Or a Quick Ball. it will catch.

Also, Repeat Balls are only available by lottery which I don't have enough money for (since I need around 100 karps) and I forget where to get Quick Balls, lol.

Are you sure the Magikarps are Level 10? And are you sure you're using Lure Balls?
Yes, I'm sure. Does the level of my Pokemon affect anything? I'm using a level 96 Magcargo.
Level affects the effectiveness of Level Balls, which should easily catch the Magikarp, considering your Magcargo's level.
I've actually failed at catching level 10 Rattatas with the same Magcargo at the same level with the same ball. O_o So Lure Balls should guarantee a catch? Weird.
Lure Balls should only guarantee a catch if you encountered the wild pokemon while fishing; otherwise, the effect is just the same as a pokeball. If you really want these Magikarp, just use regular Pokeballs (1/3 chance of catching), Great Balls (1/2), or Ultra (2/3).
I'm using them as fodder, and I am fishing, but the Lure Balls don't work. If anything, they work worse than a Poke Ball. And I don't have any Great/Ultra Balls/I'm short of money to buy them >_>

I just trained my giratina all the way til it has no evs left( i got that ribbon)
So if i just put an EXP share on it and went to town on the elite four would it not mess with its evs?

Correct. Once you've got 510, you don't get anymore.
So i have 252 atk on giratina and when it hits 100 it will have 372 atk guaranteed?
And how do i determine IVs?

you do not need to wait you can catch it when you get there.
1.) If you go to advanced reply (or something like that), there will be a little rounded yellow box with a minus sign in it. Click that and put something inside, there's a hidden message. To title the box, put an equal sign in front of the first HIDE, then your message. Example:

What is an IV?
IV=Individual Value. These sats are hidden in game but each of the 6 Base Stats have a value ranging from 0-31 with 31 being the highest that account for 1 stat point at level 100. For example a Max attack Metagross with 31 IV's will have 405 attack at level 100. One with 0 IV's however, will only have 374 attack.
