So what exactly can this outspeed that Palkia can't?

Otherwise, Palkia outclasses this because of more power, bulk, lack of Pursuit weak, and better type-coverage, so if this can't outrun anything Palkia can't, imma have to reject this. :/
 
Well, this can outrun Scarf Palkia and other Scarfers for a revenge-revenge kill. Just saying.
 
I guess you can outspeed ScarfChomp and the occasional DD Latios, but those two are usually dealt with by much easier methods (ScarfChomp = stick a Steel in front of it, and Latios is pretty much the same thing), so yeah, Scarf Latios probably isn't worth it.

(Adamant Choice Scarf Weavile isn't exactly common in Ubers either) Locking yourself in to a weakened Draco Meteor with a pursuit weak pokemon is just asking for Scizor/Metagross or even Tyranitar to come in and pursuit you.

This is not to mention that Scarf Jirachi can't really do anything to Scarf Palkia anyway.
 
Latios does have some small advantages over Palkia: higher Speed, Levitate to avoid Toxic Spikes, Electric, Grass and Fighting resistance with Ground immunity. Without Soul Dew Latios is actually quite weak. I tried it and Palkia is often the superior choice. Latios just begs Steel types to come in and wall it. Being stuck in a weak Dragon Pulse or Thunder isn't fun either.
 
Also there is a very surprise factor you can take out a scarf chomp that tries to revenge you, for instance.

Also known as a gimmick. Besides after killing 2 pokes with Dmeteor anything besides Deoxys-A can switch in and do whatever the hell it wants.
 
All I can say is that this is one of those sets that is usable but not worth an analysis. The whole point to using Latios is to abuse its ridiculous power that Soul Dew gives it to either sweep or smash down walls with. Basically, writing this set is like writing a set for Choice Scarf Deoxys-A. I mean, Scarf Deoxys-A could potentially be a pretty epic revenge killer, but we don't write a set for that because 1) the point of using Deoxys-A is clean/sweep/break down walls and 2) it's not very good because you'll get trapped easily and yadda-yadda. Same applies here.
 
I don't see why it's unnecessary, it works extremely well as a revenge killer, dealing at least 70% to almost all pokemon. Most pokes are at least damaged that much after a kill. Also, factoring potential stealth rock and spike stacking teams, this could potentially OHKO ANYTHING.
 
Palkia almost always outclasses this set. I tried Scarf Latios myself but it is really unrealible. Without Soul Dew, Scarf Kyogre's Ice Beam can OHKO Latios after Stealth Rock damage. The lack of Soul Dew means the power output can be disappointing. Draco Meteor isn't even a guaranteed OHKO Darkrai.

With that set you are just begging Steel types like Metagross and Scizor to eat you alive since Latios lost the Soul Dew boost. Palkia roast Steel types with Fire Blast. While Latios resists Thunder, it is weak to Ice Beam while Palkia is only neutral to it. Also Latios cannot come in on Thunders fearing the paralysis.

Outside of surprising people, Levitate and out speeding Garchomp, Scarf Latios is outclassed by Palkia. Outrunning Adamant Kabutops and standard Ubers Kingdra in the rain is a good positive though. Grass Knot doesn't even OHKO Groudon with Spikes.
 
Hm... giving your words a bit more thought, I can see where you're coming from. I agree with the points that you have made, Soul Dew Latios already does a fantastic job as a revenge killer to non-scarfed Pokemon. Also, with SD, it can OHKO all of it's designated KOs while continuing to outspeed them. I'm kinda on the fence leaning towards the no in this situation, but IF I were QC, at this moment, I would reject this set until further notice.
