By the way, 'rarity' doesn't matter if you're using encounter slots. For Ditto, use slots 2, 3, 4, 5, 9, and 11; if the spread needs slot 9, go to another area where you can find Ditto (e.g. Cerulean Cave).
Find the frame for the correct encounter slot first. Wild Pokémon in grass are on frame 2, and you start on frame 1. This means you'll need to do a number of advances equal to the Method K frame - 2, then Sweet Scent to advance it by 1 extra frame and hit the spread. If your frame is, say, 57, you'll need to advance 55 times before Sweet Scenting.
Sweet Scent (in fact, any encounter in tall grass) is always frame 2. While surfing, it's frame 3 (the game has to generate a level for the wild Pokémon, as Pokémon found when surfing don't have a fixed level), and fishing and Rock Smash are frame 4 (one RNG call for determining whether you actually find a Pokémon, one for the level, and one for the encounter slot).
Yeah but the problem is I can't download pikatimer on this laptop cause it's rubbish. I finally hit the seed. I discarded 2 eggs and saved. then took the 3rd egg (3rd frame) and hatched it. It was shiny. I then moved onto the IV's. Straight away it was skipping frames. I have no roamers in Kanto or Johto. Whats happening? NPC's?
Yeah, there's 1 roaming NPC in goldenrod, which basically guarantees you will start on frame 3.
So should I just cycle by the daycare till the daycare man calls me? Or will that advance one of my frames?
No, you don't want the Daycare man to call you while you are trying to do Egg IVs. After you save in front of the daycare man holding your shiny egg, hit your desired seed for IVs. As soon as you enter the game work open the Pokegear.
There is one wandering NPC on the route, which is why you won't always be starting at the first frame. When you do your Elm calls to check your seed / advance to your target frame for your IVs, just keep in mind the NPC may have caused the first few frames to have been skipped. This may or may not be the case depending on what the NPC was doing when you saved the game and how fast you opened the Pokegear.
Once you have your seed confirmed, keep calling Elm or Joey until you are 1 before your target frame. At that point you exit the Pokegear and talk to the daycare man as fast as possible. It's OK if the NPC advances your frame before you verify your seed and do your advances, but if the NPC gets you here, you would miss your target frame and have the wrong IVs.
Keeping these things in mind, you probably want a target frame for the IVs of ~8-15. For the shinyness the first frame is preferable, of course.
Advance the frame by 2, then generate the egg. You can do this either by using the radio or calling joey once on a non-monday.
Reject the first egg and the next egg, since you already got the daycare man to hold the first egg, you can't call Youngster Joey anymore to advance your frame, because it would make the next egg Frame 4.
I don't even have Joey on my phone list lol. Do I just use the radio once?

Edit: Did this and didn't get a shiny. Must have done something wrong.
The cleanest way to RNG for a shiny egg is to place parents in daycare first, save outside the daycare. Hit seed, advance frame by way of joey calls / radio advancement, stop 1 frame before target, run around and generate egg. Voila, it's shiny.

OK just hit my seed again. So just to confirm do I now put the parents in the daycare, call Joey, and pick up the first egg?
If the shiny Egg you are RNG for, then yes.
Well I'm gonna do the IVs too but just wanted to make sure I had the shiny to work with first.

Okay. The first time I hit the seed, I used sweet scent on frame 35 and got the ditto. However, it had all the stats from frame 36. The second time, I used sweet scent on frame 36 and got a farfetch'd instead, but it had all the stats I wanted. How do I fix this? I have the right encounter slots checked in PokeRNG (slots 2-5), yet all the seeds it gives me for those slots don't actually give those slots in RNG reporter. And none of them that I find have a slot of 2-5.

1) Check that your target frame has an encounter slot that will allow you to face a Ditto. If you get the stats and nature you want but it's a different pokemon, then that means that the encounter slot is not that of a Ditto. Pick a different frame with your desired spread or try a different seed.
2) Make sure you have a synchronizer. It's not completely necessary but it without a doubt helps :)
