yea thats what i dont quite get, say i want a target frame of 66 like above with an encounter slot of 2, how would that work?
Would it simply mean I advance to 64 before encountering the pokemon?
Also any chance you're familiar with radio seed? I keep trying to confirm with it and I'm getting no results at all. I've tried both Pokemon Search Party and Serial Radio Drama, but neither seem to be tracking. I triple checked all the info(year date hour minute and second) so I'm at a loss as to what to do. I'm in the Elite 4 champion room so Elm unfortunately isn't an option.

I don't have Radio Seed, so I can't help with that. When I RNGed Latios with the E4 Method I used Raikou and Entei to confirm my seed.
O its not for confirming my seed I just wanted to use the Pokemon Talk to easily advance frames(lazy I know) but since it's inconsistent I thought I'd use radio seed to help track what frame I was on.

Yes. advance to frame 64, and then use Sweet Scent. I just caught the Plusle I needed, you need to have Hoenn Sound turned on by the way.

ok iv RNGed quite alot before this so i know how to do it but somethings wrong with my frames i think
Im RNGing a shiny flawless teddiursa and iv got the nature shiny etc right so im saved in front of the daycare man (the frame for my shiny egg was 8 btw if that matters)
Im now going for my ivs with a delay of 617 and a frame of 6. The problem is my elm responses come up 2 frames ahead of what they should be eg if it should be K E P K E P E etc it will start at P K E P E etc and continue on matching up with my vertification responses but two frames ahead of what they should be...
This is happening with any delay i hit eg delay 623 does the same thing...
I have no idea what is wrong can anybody help me?

This is normal. It's just the NPCs in the route that advanced frames.
NPCs around the area are making you start on Frame 3. It's actually quite common and doesn't affect you much beside starting on Frame 3. All you have to do is make 2 less calls than you normally would if you started on frame 1. In your case, if your target frame is 6, you only have to make sure the 3 calls after the first 2 match up and then pick up the egg. Problem is, since your frame is so low, there is a possibility that your 3rd-5th calls match up, but you didn't hit your seed.
edit: ninja'd at almost 4 am.. pfft.
Again a question for RNG abusing Latias by using the Pokémon Fanclub method. It seems that it's impossilbe to advance to the right frame, which is 693. When I advance to 684, I get 692 when I capture it, and when I advance to 685, I get 694.
Would it help, if I advance to 684, and wait like half a second before I go out and talk to Steven? Or would the E4 method work much easier for this? Or do I get the same problem then?

I'm positive that E4 would be much easier. You just have to keep track of your frames better since you can't call elm to verify your seed, but there is a radioseed program to help you with that.
Yea Buckert the E4 method is a lot easier, I gave up on the Fan Club method because I was having the same issues as you are. Main thing is having roamers or using Serial Radio Drama to confirm your seed(via radio seed) as I couldn't get Pokemon Search Party to work and after a search through the thread others were having the same issue.

I was trying to rng abuse my SID/ID combo on my platinum version but everytime when I hit the A button to start the game and check the ID, the Pandora box show the delay of SID/ID combo that I hit.
Am I suppose to start the game before the 5 or 3 seconds on the pikatimer reach zero?
