OK so I know starter Pokémon are method 1. Who can help me with abusing starters in HG? I know my seed and the frame.

I don't have an AR and I haven't release them thx for the concern WinterZombie

Okay, so if you want to RNG them right before they are released, save one step from when they run, and advance your frame there. I believe the frame advancements for either roamer is listed in the beginning of this thread, if not I believe I might have the info some where.

I'm playing on a cartridge, how will i know if i hit the right frame and what about the delays is there a tutorial on how to do this step by step?

How much RNG in total have you done? In any gen?
Considering your question, I'm guessing not a lot. There are plenty of places around that tell you how to RNG in 4th gen. I used to have my own guide in my thread, but google cached doesn't have my old thread any more. Balls.

I've done it three times only the 1st was latias on the Pewter City and a wonder card pokemon a Mew I'm a total noob sir about this thing but you see I'm trying hard (I guess) hoho and the third was rng my Trainer Id and my SID :(

Well, I'm using a HG rom, but I'm playing it on my Flash Cart, not on an emulator. :)

RNG as normal. Check delay like any other abuse, advance the frame like any other.

oh i see stupid me haha what I want to know was how will i know if i hit the right delay and how to advance the frame, i only call professor elm for a several times on my previous rng and thats make the frame advance by 1

Since you're doing it on a cart, well sort of. Same thing applies though. You are going to rely solely upon luck, and to hit your frame you have to have the NPC advance the frame for you. So, your best bet would either be emulator abuse, or to find a frame that has is on one of the shiny starter's frames. Otherwise, I wish you luck and lack of frustration xD!

Same thing, call Elm to check the delay. About 10 calls is what most people use to verify the seed, than call Elm more to advance the frame. Keeping track of what he says with the seed you are abusing for. Than call to the frame minus whatever the roamer release frame is.

I made the .sav for him, so I might be able to do it on my emulator. Could you explain what to do?

Okay, so what you do is. Go through the game, play up until you are about to talk to Elm in his lab. Save outside of his door. One step before you get into the building. Reset for your seed, then watch the NPC move to get to your frame minus the shiny starter's frame.
I think this is the frame rates for the starters:
Chikorita -1
Cyndaquil - 5
Totodile - 9

Even on an emu, it takes a while. My suggestion is to make a bunch of save states.

I'm thinking because he hasn't released the roamers he hasn't been to Kanto so he will have to use Juggler Irwin instead of Elm, ERJ here are the responses that correspond to Elm:

The elm calls leading up to 20 are:
Frame 17- P
Frame 18- E
Frame 19- E
Frame 20- K

When do I stop calling before using sweet scent (Which means Monster Frame 2)?
When I get the P response or the first E response? If I remember things correctly, I would pick up the egg after the first E response.

For capturing, monster frame is usually 1(unless otherwised noted) and sweet scent usually advances by 1 when you are on your bike(no pokemon following). So frame 18(the first E) if you're are capturing the ditto. Also remember to check for NPC's as they will effect how much you have to advance.

For eggs its always a toss up for me as to whether the lone NPC will move, if the NPC doesn't move you advance to one frame before your target(Daycare man advances 1 frame). Most people generally suggest using a starting frame of 3 however(2 for the NPC and 1 for the daycare man). So using your frame 20 as an example, you would pick the egg up on frame 17.

^ This assumes of course you have no roamers as well.

Is there really not a single way to predict the nature of Wonder Card Jirachi? I've been RNGing the little sucker for two days now, and got almost every single nature except for the one I'm looking for -_-

Pretty much, just let the timer roll a little longer each time before picking him up. No real way of making sure it's the nature you want.
 
Does saving advance the frame by 1, or is that only in G5?

Also, when are Raikou's IVs/PID determined? I'm thinking before you release them into the wild, just like with Thundurus/Tornadus in BW. So, if I wanted to RNG a shiny Timid HP Ice Raikou, would I just hit my seed and advance the frame, then release it into the wild?

And, one more thing. When I change the Method to Method 1, a "Time" column appears. What does that column mean?

Saving advances only in gen 5 only. :P

His spread is determined by when he is released from the basement, or when you are about to fight the Champion.

Method 1 time = 3rd gen. I think. It doesn't matter for 4th gen.
 
Aww :( So, does Juggler Irwin advance just like Elm, just like Zoap posted a while ago? I want to RNG a Gastly in Sprout Tower, and I'm not even to Kanto yet.

Yeah he does. He's a post-end game Elm. You can use him to get the Gastly.

Yuppers. That's how you would do the roamers. Just make sure to take into account their starting frame.
