With Torkoal you aren't trying to outspeed things. You are increasing his offensive stats. He happens to have base 85 in both attack and special attack. After a Shell Smash he can actually destroy and tank through things. But its a very unique and odd set so you might want to go with the CLear Smog defensive one.
Okay, I thought you were stupid after the Emboar crap, but now you're advocating Shell Smash Torkoal? Please just stop.
I think if you're going for "unique" and "odd" then Shell Smash is all you need to say, which is what you've said. A fire type tank is not exactly what I would call a tank. More like a fuse waiting to be put out by a water attack.
You cant stop the funk and by funk I mean odd sets that are completely unorthodox and actually makes the game fun to play. But I could understand that not playing by the cookie cutter metagame like all the "superior players" might aggrevate people.
There is a difference between being unorthodox and just plain bad.
I tried using that Shell Smash Torkoal you suggested, and I've gotta say, it's waaay too easily countered.

Pineco can be okay, but unfortunately it gets outsped by Shell Smash Torkoal.
Anything but Entei. Torkoal eats Entei's babies for breakfast, lunch and dinner.
An Entei's Stone Edge after Torkoal goes down to -1 would hurt pretty bad. Even if Torkoal uses White Herb, what is he going to do to the Entei?
Max Speed Torkoal at +2 is still slower than beneficial base 90's.

Murkrow is broken as hell. Toxic/Sub/Roost with an Eviolite to give it bulk is just a monster. And Eviolite along with Sp. Def investment allows it to wall even Porygon-Z (Max Sp. Atk Porygon-Z's Tri Attack only does around half to a max HP/ max Sp. Def, which I've found more common than physically defensive variants)
I'm surprised at how little I see Sableye. That thing is so damned annoying even in OU/UU. I would think that it would troll the hell out of this tier.

Murkrow can priority taunt the thing that's trying to use taunt <_<

If we're still talking about Torkoal, once its DW ability is released, it can run an Iron Defense + Amnesia set to boost defenses till it take very little damage without fear of being critted. Torterra would do this a lot better with Stockpile, but sadly Stockpile is an egg move and Turtwigs have only been male ):
Thats a silly arguement to say Murkrow is broken becuase you can't taunt or phase it, might as well ban it in OU under that logic. If anything its too bulky or something for RU.
