Weather questions.
1. If two weather leads come in, (ie ttar and ninetales) which weather activates?
2. If a cloud nine/air lock pokemon switches in on a weather lead, the switches out, is the weather refreshed?

1. First the faster pokemon's weather takes effect, then the slower's. In your example, it would briefly turn sunny, than it would be sand.

Weather is not removed by a Cloud Nine or Air Lock user, it is simply ignored while they are switched in. So if Sunny Day was up and your Cloud Nine Golduck used Hydro Pump against a Ninetales, there would be no decrease in damage from using a Water-type move. Or if Sandstorm was up, the enemy Tyranitar would not get a SpD boost as long as your Cloud Nine Golduck was switched in

Wait a minute, would it end if the perm weather inducer switched out?
 
No, the weather still continues if the weather inducer switched out, but all benefits and drawbacks would be ignored until the Cloud Nine or Air Lock user is switched out of battle. Then, if the weather is still up, all benefits and drawbacks would resume effect as if nothing happened.

I have been looking and trying to find an article on the basics of team building. Any advice?

Everyone builds their team in a different way. It's hard to learn what you like and what you don't unless you just start playing. Some people like starting with a blueprint of what roles they want filled. (I.E. "I need a Spinner, a Special Sweeper, a Physical Wall, etc"). Other people (like me) like to pick a pokemon they think is interesting and build a team around it. There are many other ways to start a successful team, so do whatever feels right. It's really up to you. You should have some general idea as to how you want your team to play. For example, decide if you want weather or not, if you want to go stall or more offensive, etc.

It's important that your team can deal with every pokemon on the threat list. Weather teams get special mention because they're extremely popular. Besides that, there isn't a strict formula as to what makes a good team.
 
Could a physically defensive Drapion have much use in the higher tiers? Great typing, great base defense, Toxic Spikes and Pursuit/Whirlwind are tantalising.

I feel like it could work in UU or even OU, but I do see a few things holding it back.

1. toxic spikes aren't as useful as they used to be, I feel like there are a lot more poison types running around OU these days (mainly amoonguss)

2. You could argue that Skarmory does the exact same thing better but with spikes and even stealth rocks if you really want

3. It's base 95 speed is just shy of a ton of base 100s that are running around OU

4.Pursuit is definitely an interesting option, but most of the pokemon you would want to pursuit trap are special attackers anyways so you risk being KO'd if yo umispredict

Not saying it doesnt have a niche, or that it couldnt work. I just feel like its too situational to be effective

Eh. Drapion has decent defensive typing and a useful movepool, but it's just not bulky enough for OU. Even though he only has once weakness, he's severely hindered by his lack of useful resistances. A physical wall without a resistance to any common physical moves just isn't that good. This problem is compounded by his lack of reliable recovery. Whirlwind plus Pursuit is an interesting combo, but many better pokemon have access to the former, and the latter won't do much damage even on a switch thanks to his below average Attack. I think he could be fun to use, and probably wouldn't be total dead weight... but I wouldn't consider him for a serious team.
 
Celebi/Dragonite get Heal Bell via tutor in 5th Gen, so that could work. Celebi would work well, as long as you have something to beat Scizor and Scarf Landorus.
 
got a question, why is shift swim with drizzle ban from ou? i don't see the point if chlorophyll is not ban with drought then why is drizzle with shift swim i propose a petition if the rules were that we can have drizzle with one shift swimer per team allowed, i think that is fair,think about it the BW2 metagame needs to have more interesting factors like using the shift swimmers like kabutops or ludicolo, i think it would be more fun to use some of the forgotten pokemon that have potental to sweep and to make the pokemon community fun again to create more strategies

Most Chlorophyll abusers are mediocre outside of weather. None of them is bulky, fast, and powerful. Venusaur, arguably the best of the lot, has a mediocre 100 base Sp. A.

Swift Swimmers, on the other hand, are often quite good in their own right. Additionally, they get a huge boosts to their STAB attacks in addition to the doubled speed.

Rain seems quite powerful enough as it is, and it's not a good idea (it is against the rules, though) to talk about banning/unbanning things in such a new metagame- especially when proposing an unnecessarily complex ban.


Now, my question. Which dream world abilities have been released since the release of BW2?

Thank you! Another question: I know there is a website that you can check to see how many pokemon learn the same combination of moves. For example, I would be able to check how many pokemon can learn BoltBeam or SmashPass.
