Not ideal but workable I think, since Dugtrio is going to die if someone farts on it anyways.

Well, if it's Choice Specs, you definately want Timid, max IV and EV Gengar to outspeed as much as you can. I'm not sure what the specific stat is, but not too many things will outrun unless they're packing Choice Scarves.

Well you really don't need much speed, since you will be outspeeding everything (without scarfs) anyway.

Well 308 (208 EVs) speed will allow you to outspeed Jolly Ninjask and non +speed Salamence after a Dragon Dance. Also outspeeds random 95 Base +Speeders. I'm not too good with magic numbers sorry.

so long as it is D/P obtained (bred or caught) and not Pal Parked (from an earlier version) Rock Head will STAY Rock Head.

the same, however, cannot be said of PAL parked Rock Head or Lightning Rod.

With Scarf you really are one of the fastest Pokemon around, unless something stupidly fast uses Scarf, such as Weavile. I wouldn't bother with +Speed, but go with at least 310 or so to beat Scarf Azelf's making sure they beat Scarf Garchomps.
