It should work fine for a tank.

No Scizor can't learn any rock types except for HP-Rock, which is useless for it. But since Scizor has good typing and is only weak to fire it might be able to take hits from Gyarados, as it doesn't use fire.

Running it in Metalkid's, and I know we don't know the EVs, ALL IVs except Hp turned valid, and showed ~20. Jibaku is correct, and in this case, this sucks...
