I think that to view things on a galactic scale means to think about the big picture. Team Rocket was always concerned about taking over one place at a time. Team Aqua/Magma concentrated on catching their legendary pokemon. Only Team Galactic had multiple motives going at once (i.e. capturing mirage pokemon, climbing Mt. Coronet, invading Steel Island, building and setting off a Galatic bomb, all at the same time).
Point is, Team Galatic is the most evil, becuase they think they're doing the right thing. People who think they're doing the right thing are evil because they never see the flaws in their logic. If you've ever played Tales of Symphonia, think of Yggdrasill. He died saying he would do everything the same way if he had another chance. Ramirez in Skies of Arcadia killed thousands in the name of justice. Cyrus honestly thought the world would be a better place if he reshaped it in his own image and killed everyone. They are the most evil.
