Where can I find a quick overview which Pokémon changed Tiers in the last month?

So how does Multiscale work if my Dragonite is at full HP behind a Substitute? What if the Sub does not break?
"Multiscale lowers damage taken from damage-dealing moves by half when at maximum HP. It does not reduce the amount of HP deducted by moves that deal a set amount of damage, such as Night Shade."
I don't know if this is the right place to ask this, because it includes the sketch for an entire unfinished team (except for that one last Pokemon), but I'm going to go ahead anyway (keeping it short) and pray I didn't break any rules. So far it's:
- Offensive Gyarados
- Bulldoze 192 Atk EVs Ferrothorn
- Scarf Latios
- Air Balloon offensive Heatran
- CB Scizor
I kinda want to put in a Rapid Spinner to support Gyarados (so I can use Life Orb and it will actually be strong enough to be used outside of rain), but if I put in a Starmie I don't really have anything to counter Terrakion with. Is there any advice you could give me regarding this?
Why is there no guide to Sand Teams in Articles? The other weather teams have a guide.

You don't need defensive synergy with your scarfer when running stall. Is it wise to run a scarf Virizion as my only revenge killer (I play stall btw) because it has the best defensive synergy with my team out of all the scarfers

For a revenge killer in a stall team, you shouldn't care about defensive synergy.
I just want to point of that this isn't completely true, if a scarfer can fit onto a stall team, the better. Take Keldeo for example, it can make a solid check to Swords Dance Scizor, and using it can help one discover and scout what kind of Scizor it is. Blindly going for a power and speed grab isn't always the best choice.
That said, I really can't think of a situation where Scarf Virizion is helpful.
Your question isn't exactly in the OU Metagame SQSA department. What you're looking for is teambuilding advice. For that I suggest you contact any of site mentors (Search for mentors under 'Rate My Team' and 'Battling 101') and they will all gladly help you regarding this.
or secondly if you want to have a hands on approach, you can always join us at IRC on #battling101 and #ratemyteam where any active veteran member will be glad to help you.
I hope that helped.

so what would be a good scarfer? sorry for all the questions btw
Better sun check and overall good addition to a team? Calm mind Latias or (insert set here) Latios.
How does a new generation of pokemon get tiered? Do they get lumped into OU, while a few gets into Ubers?
