It's body may be as hard as steel, but it still fears floating rocks just as much as a Vanillish.
I just want to say that if it WERE Ice/Steel, just imagine how much suffering it would experience in metagame. 4x Fire, Fighting and gaining a weakness to Ground? I don't think it'd worth it for the unique typing.
