The second one is true. However, I assume that unless for some odd reason Run Away became Pick up and Pick up became Technician, it should be Run Away that turns into Technician.1. Pick Up.
2. Yes, new ability (if any) is fixed after evolution even if you reset.

I'm curious here.. how is STAB for Hidden Power determined? I know it's pointless to have a STAB Ghost HP, for example, but say a Normal special sweeper had HP. Would it get STAB regardless of the HP's attack type?

No, normal types cannot have STAB on any Hidden Power, seeing as there is no Hidden Power Normal.
In order to get STAB on say, HP Dragon, the Pokemon with the HP Dragon must be part-dragon. You have to be the same type as your Hidden Power (battle type, not move description, which always say normal) to get STAB on it.
