Is a 31/x/x/31/31/31 Modest Rotom Competively Viable in luei of the 31/x/31/31/31/31 one I'm still trying to breed?

Dang went in the Battle Institute to get it a temporary level 50 on it.... It's ATK and DEF are either 1 or 0 according to MetalKid's IV Calculator.
OUCH.
