No, but it works in Emerald, Diamond, and Pearl.
But, in Emerald, it doesn't work on Legendaries.
I'm planning to use an EndRev Adamant Scizor. According to PsyPokes, that's a max of 229 speed. If i use Agility, that would move up 458 speed, right, thus outspeeding everything? (According to the ubers tier list, only three things could outspeed it). I am worried that some Pokemon might be able to wreck my EndRever.

Why don't you check a website like Serebii or Psypokes? It's really not that hard!
Fully evolved ones are Mr. Mime, Electrode and Exploud, but this is a REALLY easy question that anyone could've done themselves.

No, they can't. They can only be bred if the Pokemon you want to have the move has it has an egg move.

It depends on whether you migrated it or not. If you did, there's a 50% chance of it changing. If you didn't, then it will stay the same.

No, "migrating" counts as where it came from. If it's from a Distant Land, Hoenn, or Kanto, then it's migrated. If it's from a Sinnoh location, then it's not.
