CB can work, thoughBecause Sub / Ice Beam / Fusion Bolt / Earth Power or Iron Head is a far superior set to Choice Band and is much more versatile than CB.

thanks for the calculations on base speed stats.Because Blastoise shouldn't be running Water Spout, it should run Water Pulse / Ice Beam / Dark Pulse / Rapid Spin. Besides, if you insist on Scarf, here:
Modest / 252 = 125 Speed
Timid / 252 = 142 Speed
Now this may seem fast, but there are so many other Scarfers faster than Blastoise.

Toxicroak is the only pokemon I can think of that is hit harder by Zen Headbutt... but it's still one shotted any way. I honestly don't see a reason to use it.
The only non mandatory move is brick break, as it only provides super effective coverage against Heatran and Rock-types (and Bolt Strike is only 13/15 as strong). The last slot could be Brick Break/Quick Attack, if you really want to. Blastoise is a bulkier spinner that can get past common spin blockers, while Starmie is a faster, more offensive spinner that gets beat by most spinblockers. Blastoise's Mega Evolution outclasses its normal form, adding to its bulk and power. Normal Blastoise's stats haven't changed, but with the amount of priority running around OU, you'll be hard-pressed to keep this guy at 100% health. In UU, where priority is less common, the Scarf set may still have a small niche, but the Mega Evolution is still better, in my humble opinion.thanks for the calculations on base speed stats.

Scarf on Blastoise could only work in RU, or UU. The guy's not stupid for saying it, and you guys are making it seem like he is.
Otherwise, would it be logical to put a support set on the thread? Something like a ninjask/Baton Passer?
