I personally would say Earthquake (provided you pair it with Flyer) Dragon Dance, Waterfall/Aqua Tail, and probably one of the Elemental Fangs. But that's just my prefence. I use Mega Manectric a lot, and based on my play time I've concluded:So I should take his already blistering speed and add to it further, to ensure that Manectric almost never gets outsped? I admit, it does sound appealing...the few Pokemon that are faster than Mega-Manectric (that are non-Uber) probably wouldn't be using Speed-boosting natures of their own, and the're all pretty frail regardless.
I think as Manetric is a hit and run kinda attacker, overheat fits better.I use Mega Manectric a lot, and based on my play time I've concluded:
- Timid > Modest. Like Valzy said, Manectric has a great speed tier which it should be taking advantage of. Timid also allows you to outspeed neutral nature base 150s. You don't have to run 252 speed Evs on Timid either--at level 50, you only need 240 EVs with a speed+ nature to outspeed the aforementioned neutral 150s.
- Thunderbolt is definitely the most reliable option. Thunder if you're using it in the rain.
- Volt Switch is absolutely necessary, since Mega Manectric should be utilized as a fast, hard hitting pivot.
- HP Ice is really the only viable Hidden Power, Manectric needs it for stuff like Lando and Gliscor. HP Grass is a nice alternative in UU though.
- I personally prefer Overheat over Flamethrower to hit things hard as hell. It's a similar debate to Dragon Pulse vs Draco meteor.

At +1, you need Jolly to outspeed up to base 111's, I believe. List of some relevant Mons that outspeed if you're Adamant and at +1:I just looked up what pokemon has all three of those moves, and after getting Drapion I gave up, so i might be wrong.
Also, will my Scraggy being Adamant instead of Jolly affect my play at all?
