Is there a way to play VGC on battle spot? As in, Kalos bred XY dex mons only. Or is it just "no special mons" doubles?
There should be an option for "Special" rules on Battle Spot below singles/doubles/etc. Battle Spot Special is VGC.

If you are going to go with recovery go for Softboiled or Wish just because of the PP and you never know when weather can have a change in the match therefore making Moonlight recovery weaker.Can Clefable sweep with Moonlight instead of softboiled or does it need that extra PP?

Go for Wish then if you want the recovery. Honestly, it depends on the other moves that you are planning on running. If you are going for 3 attacks + recovery and have no access to Softboiled, Moonlight MIGHT be the better option.I'm talking about cartridge or else I would run softboiled
I was planing on using the Stored power set. My biggest issue is getting a 5 iv clefable with softboiled which(I believe breeding mechanics ment you could hardly ever get good ivs) which makes it next to impossible.Go for Wish then if you want the recovery. Wish can only really be run alongside Protect, but it has more PP, while Moonlight only has a measly 8 PP but it has the rather huge advantage of letting you run either Heal Bell or another attacking move (usually Flamethrower) alongside it.
