I have one more rules question.
Regarding the hack policy, is it legal to offer third Party created Pokemon as long as this is very clearly stated? The rules thread appeared to be rather on-the-fence about that. I read both the first post and the Hacking Policy one, and the blacklist contains people distributing hacked Pokemon.

Nope. What the rules basically say is:
1.- You are not allowed to TRADE hacked pokemon of any kind, regardless if their stats are legal or not.
2.- However you can use legal hacks (stats/abilities/EVs/etc.)in BATTLES as long as you let your opponent know beforehand and both agree to it.
