In a world of perfect breeding and optimization... on a Special Attack user, would you rather have 31 or 0 IVs in Attack? I heard 0 helps for when your Pokemon is confused and 31 helps when you're left with Struggle.

But then again, does it really make a difference? If I have one or the other, is one so much better that I should rebreed for it?

With the Swagger ban, confusion is unviable, and someone Struggling is equally rare. It doesn't particularly matter.

0 Attack IVs. This makes Foul Play deal minimal damage and confuse ray, hurricane, water pulse, etc still exist.

But, in the real world, where you have a small chance of getting a perfect 31/0/31/31/31/31 Pokemon, then any attack value will do. But if you're left with say, an Alakazam with 26 Attack and another with 12, I'd go with the ladder.
 
I'm in my ranks of 1500 do I suck? I mean I hear 1800+ is good but I've heard 1600 is to. So am I "Good"? I can't seem to break through 1600 tho, which kinda sucks(I find getting to the next hundred is difficult sometimes.)

1500 isn't horrible, but it's not the best. It's a decent starting point, but one that can be improved upon with more experience. But don't think it is a horrible rank.

Sucks and good are entirely subjective, depending on who you ask, and what level of play they're used too. If you want to get better, you can try applying for the tutoring program (https://www.smogon.com/forums/forums/battling-101.42/), where you can improve your team-building and battling skills.

There's no bad rank, only inexperienced ranks. Pokemon is all about experience, the more you play the more you can anticipate and the more good ideas you get for strategies. Then you improve and your ranking starts to reflect that. If you're at 1500 right now, that means your experience level puts you at 1500. People who have played longer or spent more time analyzing strategies and such might be at 1700. People less experienced than you might not be able to break it past 1200 right now.

Ability: Rough Skin
EVs: 252 Spd / 224 Atk / 32 SAtk
Naughty Nature
- Earthquake
- Stone Edge
- Draco Meteor
- Fire Blast
I know Tyranitar is a must, but I am clueless from there, and I want T-Tar to be scarf, so I can keep up some good offense.

First of all, why do you care? If you want to be good, someone telling you that you're good won't help. Just keep playing.

That said, if you really need an opinion, the way I feel about it is 1500 is decent, 1600 is good, 1700 is great, 1800+ is exceptional.

Well, you want hazards, which I would recommend Tyranitar to do instead of being scarfed. Then you want something to keep the hazards on the field, a Ghost-type: Aegislash, or a Defog blocker: Thundurus or Bisharp. Then you want to add another wallbreaker, I suggest Keldeo or Landorus-I. Then you want a scarfer to be your revenge killer, try out Terrakion or Keldeo again. Finally, a set up sweeper is a great addition, try out Swords Dance Landorus-I or even Swords Dance Talonflame. Be sure to pack a Defogger / Rapid Spinner so you can get rid of your hazards. That is at least how I view setting up Hyper Offensive teams.

You can just drag the picture from wherever it is onto the post. Alternatively, copy the image by right clicking on it, and paste it in the post. If in the second case you only get a url, just click the picture button (next to the smiley face and the film roll) on the post editor and copy and paste the url.

I can't necessarily remove hazards with that Structure. So maybe I'll need to avoid the set up sweeper. Is that absolutely fine?
 
What are the pros and cons to running Slowking over Slowbro? How should I run Slowking if I want to run it instead of Slowbro?
Slowking is specially rather than physically defensive, and can Nasty Plot, though that sort of wastes his potential as a wall or tank since you have to switch out to utilize regenerator. Because the top offensive threats in the metagame are mostly physical (and Slowking can't do much to Aegislash, Thundy or YZard anyway), most people use Slowbro over Slowking. But Slowking fares better vs. Landorus-I though.
