I know hacking isn't allowed to be discussed so Il try hard not to although that may be tough here.
Say I missed a wonder card event, or want another go at RNGing one. Is it possible to get that event to happen again, and is doing so legal? Ie the pokemon in an official tournament is clean?

Many people use an AR and/or (used to...) use Pokegen/Sav to insert wondercards they missed. As far as I know, there's nothing wrong with trading them as long as the RNG is legit and you mention where/how the wondercard was inserted. When it comes to tournaments; I'm not sure but I'd presume they'd be allowed as apart from the original obtaining of the wondercard it's considered legit.
I can offer to breed a female shroomish in dream/level/safari/fast/friend ball. IVs/nature would be random.
