Quick question: if I use a flashcart to play a Pokémon Ranger game, can I still send a Manaphy egg to a retail DPPt/HGGS cartridge?

(I'm asking this because there are things that require retail carts to work, like Dream Radar needs a retail Black/White 2 cartridge to send Pokémon to)
 
Can the Zekrom in Black 2 ever be shiny?

Or will I have to RNG the one in White that re- appears post game if you had maxed out boxes/party? (Please for the love of sweets say that I won't have to catch 10 million Patrat...)
