It's only safe to assume that if it's from a reliable source or you bred it yourself. There's Kalos edits and hacks floating around, but mostly legendary/events if anything at all.

Alright thanks for the clarification. It is just so difficult to get started on breeding perfect IV pokemon when you don't even have the "starter material". Can't even lay my hands on a ditto because safari dittos are just plain hard to get since everyone wants one >.>.
pika pal has a ditto safari and I didn't use dittos to start with. I used Smeargle [Field group] and male/female parents with overlapping egg groups.
Also, I found it easy to hunt down Friend Safari's here too with a little patience - http://www.reddit.com/r/friendsafari/
I bred nearly everything in my shop without the use of flawless Dittos, the only thing I used them for was Genderless breeds. You can always start by getting a bunch of the same Pokemon from a Friend Safari, and use the Destiny Knot and Power Items to pass down IVs from different parents until you get a 5 IV offspring. That's how I did my first 31/31/31/31/31/0 Quiet Snover :) Of course, getting a flawless Ditto will obviously speed things up. Good luck!
P.S. May I ask what you're breeding? I can give you a flawless male parent from the egg group it's from if you like, it'll help you speed things up a bit. :)

That would be great. Probably going to try and breed a slowpoke and train that to become a tank/wall Slowbro. Not exactly sure what to get since I have no knowledge of competitive team building.
I'd recommend checking out the Strategy Dex entry for Slowbro then, and possibly enrolling in the Mentorship program here on Smogon. There's lots of users willing to help you out, and who are very knowledgeable. :) You can also trying messing around on Pokémon Showdown to get a feel for what you want to breed for your actually breed, this helps you work out the bugs in your team before you waste a bunch of time breeding something that doesn't work. Once you have an idea of what you want for Slowbro (whether it be a regular 31/xx/31/31/31/31 spread or a 31/xx/31/31/31/0 Trick Room spread), let me know via PM and I should be able to help you out. Just hatched a shiny 5IV adamant Elekid in a luxury ball while breeding to get SV matches. #winning
Does anyone have a Male adamant Ralts with the transfer moves- Drain Punch, Ice Punch, and Knock off. If transfer moves can be bred able I would take any spitback if not message so we can work something out for a flawless iv.

Roserade (aka BriarRose) Is also a thing. She's proven to be pretty useful on my team. There's also Gengar, Nidoking, Venusaur, Vileplume, Toxicroak (ew pls no) Skuntank... etc. There are a ton of decent options.
Venusaur, Scolipede, Crobat, Weezing, Victreebel, & Muk are cool.
I did the same with a Nidoran Male. Thus his name is CharlieSheen (WINNING)
Also I hatched a shiny Lileep while breeding one for someone ^^ (that happened today. WINNING)

My favs are Drapion, Garbodor (don't kill me), Victreebel, and Skuntank. Not necessarily the most competitively viable, but still a bunch of fun in lower tiers.
I also just realized that we're in Generation 6 and there's still more Poison types in Gen 1 than in all the other generations combined O.o
