I found 3.08 to be tailwind. I thought about it maybe being Defog instead, but skunktank gets Defog and not 3.08, so I am positive 3.08 is tailwind. Thought Defog might be 3.13, but lumineon gets Defog and not 3.13. Those were the only 2 that could of been Defog possibly according to my research, so looks like no Defog tutor :(
 
Well, glad I was able to help with tailwind and outrage :). Water pulse and shock wave are actually pretty nice for you special technician Persian users out there ;) (I'm all alone, aren't I lol).
 
We're not sure about 3.14. We thought it was Seismic Toss, but there are some discrepancies. Can someone check for Focus Punch?
 
I doubt 2.13 is Dark Pulse. Blastoise doesn't get it, but it learns the TM.
Read my earlier post. Grimer oddly learns Dark Pulse, but Muk doesn't. This matches up with the tutor list. It's more likely that they imported past-gen tutor lists from BW2 and forgot to add Dark Pulse as a Blastoise tutor (it didn't learn it in BW2).

Exploud does not learn 3.14, despite being able to learn Seismic Toss.

EDIT: And Dragonite does learn it, and he can learn Focus Punch and not Seismic Toss. It's Focus Punch.
 
Focus Punch is seeming like the obvious answer. The last 3 tutors are Focus Punch, Shock Wave, and Water Pulse, which are all TMs from RSE that got dropped.
 
A Focus Punch tutor is great because I know of sooooo many times where a Pokemon wanted the move but I couldn't get it because I would have to breed for it in gen 4.
