Find out the exact IVs. Some people here like to collect TR pokemon and Slowbro with 0 speed IVs would be a great candidate for such a pokemon. Attack doesn't matter since it's usually either used as a pure defensive pokemon or as a special attacker.
The only time Slowbro ever cares about Speed is if you go absolute minimal for Trick room. For a run of the mill, it's speed is low enough to be unconcerned. So congrats, you've got a perfectly competitive Shiny Slowpoke.
Keep imo, lower speed is good for stall battles too iirc since you would sleep talk slower than your opponent's. Also it's not running a speed boosting nature anyway.
edit: Saw that you wanted to run icy wind (too late just read it now), if you had save backup it would be definitely a keep.
Does anyone have spare froakies they are willing to give away? the only perfect stats I really care about are HP/Att/SpAtt/Speed, naive nature and protean a plus and would deem a huge thank you from this scrub. Just need a semi-competitve froakie asap for fights with friends next weekend.
I'm not sure but I'm assuming ORAS tournaments only support ORAS dex so it's going to be machamp if you're going VGC; but I personally prefer conkeldurr as I've tested it in the past and drain punch is always useful with good prediction.

found out the iv is 28 but im not using it for a trick room set. Just a regular slowbro set because I feel like slowbro is good as it is, just need to put a couple spD evs on it.
conkeldurr for sure. Conkeldurr puts in the work and it brings the lumber.

Your post does not make any sense.
You need to catch it to continue in the story. It will not respawn after the E4.

Toss man. As I told you in my VM, you should aim for perfect speed since you're doing Jolly. Glad I was able to teach you how to use the IV calculator!

Toss everything that doesn't have 174 Speed.... And stop posting stats, people here want to see IV's. Besides that, you want to aim for 31/31/25+/xx/25+/31. Toss everything that's worse than this...
