So how exactly does one breed for a good hidden power? About how long does it normally take to get a 60+power hidden power of the type you want?
Actually, it seems like using Rare Candies would take incredibly long.

That completely depends on your parents. If you don't have the right stats in the right places on your parents, it's gonna take a looooong time.

If you clone one yo aren allowed to, you are in BIG trouble.
not really unless you clone and redistribute it then you're in trouble if you didn't have redistribution permission. It is the NORM however to recieve a clone of the pokemon you are EV-Training or leveling up or cloning for someone else.

Hippowdon/Tyranitar are good choices as they benefit Garchomp with SS
Do the math. Multiply it's speed by 1.5, and then 1.5 again. This gives you a good estimate.

So how does this look?
Garchomp, Hippowdon, Golduck (Cloud Nine), Empoleon (Steel resistance to sandstorm)
Get Golduck out of there and try some other steel, rock or ground type. With Golduck's mediocre stats he is not going to be able to do anything well. For a sandstorm team why not try cradily, shuckle or rhyperior?
I'm not trying to create a sandstorm team, but you're probably right about Golduck. How about Skarmory or Regirock?
Regirock has huge defense and with sandstorm boosting special defense it's a good pokemon for with SS suport.
