Wanted to throw this out there but nothing of that caliber is untouched on smogon. Chances are everything will be cloned here on smogon.

They probably mean "no EVs/level up" when they say untouched as a lot of people on the wifi forum use that term.

By untouched i mean not trained, i specifically need it under level 50. Clones are fine
Is it better to go for a 31/4/30/31/31/31 Raikou in Colo or 31/10/30/31/31/31?
The former has lower attack stat which makes it better in current gen but only 68 HP Ice in III-V, the latter has HP Ice 70 but slightly larger attack.

The former is probably better in terms of current trade value. 2 base power in earlier gens is pretty minimal and no one battles in earlier gens anyway meaning the difference in power would only matter if you plan on using the Raikou in game. Both would probably be of similar value with the former being worth a little more considering the higher attack would have a small impact on foul play's base power.
I'd say 31/4/30/31/31/31 is better, considering it'll make it take less foul play and confusion damage. The 2 extra BP in gen III-V will only be relevant for personal use, which you can easily find workarounds for. Hidden Power is set to always be 60 base power in Gen 6 anyway, which is the only relevant generation when it comes to trading.

Do you still need a Gligar? Don't need anything for them.
Defensive set: Yawn and Haze are pretty important, Refresh and Aqua Ring can be good, if you're really focused on being defensive. Of course, Mirror coat isn't bad either, but you'd have to sacrifice one of the other moves for that.
Offensive set: Aura Sphere and Water Spout is a must. Fake Out and Aqua Jet are pretty decent choices for the third and fourth move.
