I'd toss. Any stat you'd put EV investment in should always be 31 (unless it's for Hidden Power), IMO.

Toss attack has to be flawless. Also I soft reset an arceus that has 31/31/31/x/30/31 jolly I believe. Should give you an idea what to aim for

Ninjask is too frail for what I'm looking to do, and Blaziken is chillin in Ubers. Someone from another thread mentioned Scolipede as the only speed BP they've seen in OU. I guess any set with protect would guarantee a speed pass, right?
