Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
Let me clear this up: Ability rankings are honestly just a guideline. As I, and many others have done, you can use an ability outside of the limitations as long as you can convince others it's not broken. Similarly, "clonable" abilities really aren't the only ones; as long as a simple 1 or 2 step modification to the code of the ability could change it, it's clonable. As for the Psychic Pulse example... it's literally a renamed Psychic Surge. Why are people arguing over that?
Mega Fearow
Typing: Fighting/Flying Ability: Contrary HP: 65 --> 65 (+0) Attack: 90 --> 135 (+45) Defense: 65 --> 80 (+15) Special Attack: 61 --> 61 Special Defense: 61 --> 66 (+5) Speed: 100 --> 135 (+35) New Move: Superpower, Brave Bird Description: Removes Rock weakness and gains a much more offensive typing. The idea is to fire off Contrary Superpowers with the Attack and Speed increase during Mega Evolution, performing very well as a cleaner while you boost stats each turn. Brave Bird gives it a much powerful Flying-type move, albeit with recoil.
Mega Toucannon
Ability: Drought Typing: Fire/Flying HP: 80 Attack: 155 (+35) Defense: 85 (+10) Special Attack: 90 (+15) Special Defense: 85 (+10) Speed: 90 (+30)
New Moves: Flame Charge, Flare Blitz Description: Toucannon acts a physical Mega Charizard Y. Drought ability helps it hit harder with Fire stabs. Flame Charge to increase speed. It has Bullet Seed to (somewhat) compensate for the Rock weakness.
New Moves: Knock Off, Swords Dance Description: A Pokemon with Fear in its name begs for a Dark-typing. Mega Fearow becomes a more fearsome predator who can trap and get rid of annoying Grass/Bug types. Swords Dance to boost it attacks to a really high level. Knock Off because it's the most OP move ever on any Dark type. One main problem of Mega Fearow is that it's most powerful flying STAB is Drill Peck.
Mega Swellow
Ability: No Guard Loudspeaker (Sound based moves powered by 1.5x ; Strong Jaw clone) Typing: Flying/Fighting Normal HP: 60 Attack: 85 Defense: 65 (+5) Special Attack: 133 (+58) Special Defense: 60 (+10) Speed: 152 (+27)
New Moves: Focus Blast, Heat Wave Calm Mind Description: With drawback free STAB Focus Blast and Hurricanes, very few Pokemon can reliably switch into Mega Swellow. Also it just outspeeds Pheromosa (and OHKO with Hurricane) and is the fastest viable Pokemon in OU. Work Up can be used to boost it's SpA to high levels. Also the additional Fighting types helps it deal with Rocks.

For some reason, got rid of Normal typing on all three of them :p

Special Defense: 50 ----> 65 (+15)
Speed: 125 ----> 140 (+15)
Base Stat Total: 455 ----> 555
Movepool Additions: Shadow Ball
Description: Swellow hates all mankind. Its raw offense isn't as high as most Megas, but what does that matter with STAB Adaptability Boomburst? Mega Swellow compensates for the lack of Scrappy with far more power even compared to Specs, and, less notably, the ability to run coverage.

Description: le toucan of anger has arrived. With good Attack, good defenses, and Analytic, Mega Toucannon is an excellent tank. It also has U-turn, meaning it can be used to safely get in fragile attackers. However, it has difficulties getting past Steel or Rock types that resist both its STABs.

Movepool Additions: Air Slash, Seed Bomb
Description: Man the stations, because if you're not careful around this thing it'll blow you away. With much better bulk, Toucannon can make better use of Beak Blast, and with its new ability, it has a scary dual STAB coverage (as proven by Talonflame back in Gen 6). Even though its stats are skewed towards being a physical attacker, it can run a dangerous set with Boomburst, which hits hard after the STAB and Sublimate boost. Of course, it gets walled pretty easily by threats like Heatran, Mantine and Rotom-W, and with its pathetic base speed it's pretty much always going last (not that it minds, as Beak Blast has negative priority).

Movepool Additions: Brave Bird, Night Slash
Description: With access to Drill Peck and Drill Run, I figured I'd take the whole drill theme a step further and make the whole mega drill-based, designed around breaking through the foe's defenses. With Super Luck and two spammable moves with a high critical-hit ratio, it can render turns spent using defense-raising moves pointless and can dish out crazy amounts of damage in spite of its modest base 120 Attack. However, 65 / 80 / 76 defenses are pretty bad, so don't expect it to take a hit; it also faces competition from Landorus-T, which can do more reliable damage and can actually take hits well.

Typing: Steel/Flying Ability: Analytic HP: 80 (+0) Attack: 115 (-5) Defense: 110 (+35) Special Attack: 135 (+60) Special Defense: 90 (+15) Speed: 55 (-5) New Move: Hurricane Description: Toucannon's beak transforms into a sniper rifle and one eye becomes a scope. A powerful tank with a great defensive typing.
Mega Fearow
Typing: Normal/Flying Ability: Intimidate HP: 65 (+0) Attack: 164 (+74) Defense: 86 (+21) Special Attack: 41 (-20) Special Defense: 81 (+20) Speed: 105 (+5) New Move: Brave Bird Description: It has fear in the name, how is that not intimidating? Hard hitting Intimidate user.
Mega Toucannon
Typing: Steel/Flying Ability: Iron Barbs HP: 80 --> 80 (+0) Attack: 110 --> 130 (+20) Defense: 75 --> 125 (+50) Special Attack: 75 --> 85 (+10) Special Defense: 75 --> 125 (+50) Speed: 60 --> 30 (-30) New Move: Iron Head, Gyro Ball Description: Mega Toucannon is a fortress that is finally able to utilize its signature move, Beak Blast, since it is not actually bulky enough to take hits. Visually, its beak becomes huge and Toucannon hides his entire body behind it (similar to Mega Sableye's gem).
Mega Fearow
Typing: Rock/Flying Ability: Tough Claws HP: 65 --> 65 (+0) Attack: 90 --> 127 (+37) Defense: 65 --> 80 (+15) Special Attack: 61 --> 61 (+0) Special Defense: 61 --> 76 (+15) Speed: 100 --> 133 (+33) New Move: Head Smash, Brave Bird Description: This thing goes in and goes in hard. It has Tough Claw boosted STAB Head Smash and Brave Bird, which just hits insanely hard even coming off of Mega Fearow's somewhat lacking Attack stat. It's also very fast, outspeeding even Ash-Greninja. This also fills a unique niche, which is that of a fast, strong Rock-type. Its weakness lies in being weak to Stealth Rock, low bulk, bad defensive typing, and vulnerability to priority.
Mega Swellow
Typing: Normal/Flying Ability: Adaptability HP: 60 --> 60 (+0) Attack: 85 --> 80 (-5) Defense: 60 --> 50 (-10) Special Attack: 75 --> 150 (+75) Special Defense: 50 --> 50 (+0) Speed: 125 --> 165 (+40) New Move: Focus Blast Description: Mega Swellow is the fastest Pokemon in existence outside of Deoxys-Speed and with Adaptability boosted Boomburst and Hurricane, coverage in Focus Blast, and U-turn to grab momentum, this thing hurts. It is, however, a glass cannon in every way. With 60/50/50 bulk, it's almost impossible to actually get this thing in. In addition, even though it has insane Speed, it is extremely vulnerable to priority because of that low bulk.
Mega Toucannon
Typing: Normal/Flying Ability: Tough Beak (Tough Claws copy) HP: 80 Attack: 140 (+30) Defense: 95 (+20) Special Attack: 105 (+30) Special Defense: 75 (+0) Speed: 80 (+20) New Move: Iron Head, Superpower Description:
- Step 1: Swords Dance
- Step 2: Sweep
But not so easily: 80 speed is not so much, so you need to eliminate all the faster threats
Mega Fearow
Typing: Normal/Flying Ability: Adaptability
HP: 65 Attack: 140 (+50) Defense: 85 (+20) Special Attack: 61 (+0) Special Defense: 81 (+20) Speed: 110 (+10) New Move: Brave Bird, Knock Off Description: Similar to Beedrill, the boost goes more in attack, but here there's not Swords Dance, also is slower than it (and physical defense is not so shitty ;) )
Mega Swellow
Typing: Normal/Flying Ability: Scrappy HP: 60 (+0) Attack: 120 (+35) Defense: 60 (+0) Special Attack: 120 (+45) Special Defense: 50 (+0) Speed: 145 (+20) New Moves: Hurricane (by leveling up), Focus Blast Description: The ultimate revenge killer, physical (Brave Bird, Double Edge/Return, Pursuit, Quick Attack, U-Turn) or special (Boomburst, Hurricane, Heat Wave and Hidden Power)
Movepool Additions - Flare Blitz, Wild Charge Design Changes - The white belly becomes a vibrant red and its blue feet become white. It looks even angrier and has a small line of Fire on the top of its beak Competitive Analysis - Mega Toucannon hits very hard thanks to its massive base 175 Atk and Beak Overdirve allowing it to tear Steel-types apart (except Heatran) it also has Bullet Seed and Wild Charge as coverage on top of its three STABs and U-Turn.

Movepool Additions - Hurricane by level up, Focus Blast Design Changes - Gains yellow markings on its body and takes on a more aerodynamic shape Competitive Analysis - At a first glance, 115 Atk and 105 SpA don't like much, but when you factor Wind Wanderer in, it essencially gains either a Choice Band or a Choice Specs everytime it switches in, but whitout the choice part, also, many of Swellow's moves already have a very high Base Power, namely Boomburst, Hurricane, Focus Blast, Return and Brave Bird, Heat Wave and U-Turn can also complement its STABs and Focus Blast.
Mega Toucannon
Ability: Pyrolize (Fire-type Aerilate clone) Typing: Fire/Flying HP: 80 Attack: 155 (+35) Defense: 75 Special Attack: 120 (+45) Special Defense: 75 Speed: 80 (+20) New Moves: Seed Bomb, Quick Attack Description: Meet Talonflame's slower, stronger cousin that can pack a wallop from either side. Seed Bomb gives it a more consistent Grass coverage move while Quick Attack lets it play Mega Pinsir ON FIRE if you so desire. But be wary, you're extremely fragile and now have a double Stealth Rock weakness to contend with.
Mega Fearow
Ability: Stakeout Typing: Normal/Flying HP: 65 Attack: 120 (+30) Defense: 85 (+20) Special Attack: 71 (+10) Special Defense: 71 (+10) Speed: 130 (+30) New Moves: Sucker Punch, Brave Bird Description: Pokedex entries portray Fearow as a predator with the ability to set up the kill all day and move in for it at a moment's notice - exactly the type of Pokemon that would want Stakeout. Mega Fearow may not have the best stats, but with its new ability and Brave Bird granting more power, it doesn't need to.

On the special side, a 140 BP STAB and a 110 BP secondary STAB. Pick your poison; only Rock- and Steel-types will be able to stomach this beast.

Brave Bird gives it a much powerful Flying-type move, albeit with recoil.

Mega Articuno
Typing: Ice/Flying Ability: Snow Warning HP: 90 (+0) Attack: 85 (+0) Defense: 120 (+20) Special Attack: 125 (+30) Special Defense: 150 (+25) Speed: 110 (+25) Description: More 110 BP STAB, but with Aurora Veil.
Mega Articuno
Typing: Ice / Flying Ability: Pressure / Snow Cloak ---> Frost Force (Flash Fire clone; grants immunity to Ice-type moves and, upon absorbing one such move per switch-in, boosts its own Ice-type moves by 1.5x) HP: 90 ---> 90 Attack: 85 ---> 120 (+35) Defense: 100 ---> 96 (-4) Special Attack: 95 ---> 120 (+25) Special Defense: 125 ---> 99 (-26) Speed: 85 ---> 155 (+70) Base Stat Total: 580 ---> 680 Movepool Additions: Icicle Crash, Brave Bird Description: An offensively oriented Articuno that would make the opponent think twice before playing with ice. The Ability makes sense flavor-wise because it "can control ice" according to some of its Pokédex entries, while the offensive focus is due to its typing not being very favorable defensively. It may be really fast, even more so than an otherwise threatening presence in Mega Aerodactyl, but it is quite frail (albeit more so due to typing than raw bulk) and has merely okay attacking stats (for a Mega) that cannot be boosted apart from Frost Force.
Mega Zapdos
Typing: Electric / Flying Ability: Pressure / Static ---> Cloud Cover (Fluffy clone; user takes half damage from contact moves but double damage from Flying-type moves) HP: 90 ---> 90 Attack: 90 ---> 90 Defense: 85 ---> 105 (+20) Special Attack: 125 ---> 155 (+30) Special Defense: 90 ---> 140 (+50) Speed: 100 ---> 100 Base Stat Total: 580 ---> 680 Description: Zapdos is widely considered the most defensive of the legendary birds, so why not make it more defensive? It may still have issues with Rock- and Ice-types, especially considering most of their STABs are non-contact, but its greater bulk and defensively oriented Ability (based on how it "is said to live in thunderclouds") improve its ability to check what it already checks, and the extra Special Attack gives its defensive sets some extra firepower.
Mega Moltres
Typing: Fire / Flying Ability: Pressure / Flame Body ---> Pyromaniac (Merciless clone; user's attacks become critical hits if the target is burned) HP: 90 ---> 90 Attack: 100 ---> 100 Defense: 90 ---> 120 (+30) Special Attack: 125 ---> 145 (+20) Special Defense: 85 ---> 115 (+30) Speed: 90 ---> 110 (+20) Base Stat Total: 580 ---> 680 Movepool Additions: Lava Plume Description: Because I made offensive changes to Articuno and defensive changes to Zapdos, my changes to Moltres are a sort of middle ground between the two. The extra Speed puts it past the ever-populated 90-109 range of base Speed, while the enhanced bulk improves its ability to spread burns and take full advantage of its Ability (which is more of a because-I-felt-like-it idea than the previous two). Obviously, though, it's not unstoppable; it still has that icky 4x Rock weakness, along with a few other common weaknesses, and no way to boost its Special Attack.
Yeah, I went a bit crazy with the Ability clones. What of it?
Mega Moltres
Typing: Fire/Flying Ability: Delta Stream HP: 90 Attack: 100 Defense: 90 -> 120 (+30) Special Attack: 125 -> 145 (+20) Special Defense: 85 -> 135 (+50) Speed: 90 Base Stat Total: 580 -> 680 Movepool Additions: Stockpile, Spit Up, Swallow Description: While Moltres in its normal form aims to blast everything to pieces, this version of Moltres aims to utilize the awesome move Burn Up to lose all its weaknesses, then set up Stockpiles and tank hits for days while using the occasional Fire Blast to beat down the enemy opponent. Its excellent bulk and lack of weaknesses alongside two options for reliable recovery allow Moltres to be almost as unkillable as the phoenix it was based on. Burn Up is also nice as a powerful nuke, with a great 130 base power, and it never misses. Of course, Stockpile is far from necessary. You can also use Will-O-Wisp on this to great effect or whack on Defog for hazard removal (Although it's still 4x weak to rocks on switch in, so it's not ideal).
