Yes, when you use a berry on a stat with no EVs left in it, it will tell you that the stat can't be lowered anymore.

Yes, when the berry has no EVs to remove, it'll say, for example:
"TROPIUS's Speed won't go lower!"

Yes it's 1.5x. "sharply raised" is 2x, and "harshly fell" is 1/2x

Pokemon 1 beats a Magikarp (1 speed)

Pokemon 1 receives 1 speed, 4 HP.
