Scum have 85 points. Doing quick math, those 3 roles require 105 points. Thus, it is only possible pregame if the mafia took the white flag route.

Scum team isn’t necessarily random, and they must’ve either bought high cost roles or bought the recruit 4th member. And in the case of the latter there is a subset of players who would be recruited.
