Not sure if this is the right place, but for some reason, I can no longer change my profile picture. Not sure if it has anything to do with my recent name change, but I used to be able to hover over my avatar on my profile and click "edit image" to change it. I have no such options anymore.
This is exactly it! You can review the rules around locking/name changes here, but long story short is that your profile is locked for 1 month after a name change. This means basically everything about your profile can't be changed, including your profile picture.

No, all reactions just give you +1. Reaction scores can be manually edited by admins and negative ones are p much a result of those. Not much else to it.
How does one mention a user without pinging them again?
You can theoritically edit in the mention, as users don't get notified of tags if they are added via editing
You can also hyperlink their names, but this won't provide the tooltips that come with mentions
you should ask susciety
This does happen if a badgeless user (sad!) makes a post which tags more than 4 users in it.
I was only trying to "tag" one user. I got how to do it after messing around a bit, though. It's [userid](username)[/USER] so for me it would be
[USER=518634]Sole Survivor[/USER]

You can always ask someone to proxy post for you, or request approval here! https://www.smogon.com/forums/policy-review-access-request/
If you want a permanent access, you need a badge, TC is usually the easiest one to get as you only need to qualify and vote in suspects.

The permission is the same, just state this would be about a new thread instead
Accounts with no posts can't like other posts, which is now no longer a problem
