Flavor: Often said to be a harbinger of the peaceful passing of a beloved Pokemon, the Brim Reaper's massive and stylish hat casts an imposing shadow. Despite its role in numerous urban legends, it is a vicious creature that will attempt to peck the life out of anything that enters the territory it has claimed.

Flavor: Ritual Plume bears passing resemblance to Swablu, and it is known for its tendency to burst into flames and burn itself away to restore the livelihood of those it deems worthy.

Description:
A devout confident and kindly guard, this Pokémon bears great resemblance to that of Growlithe, albeit with a maroon coat and all-encompassing maple mane, however it's unclear whether it is truly related to Growlithe or simply a case of convergent evolution. There is a strong case to be made with a certain gilded tome, that tells of a Growlithe so loyal to its keeper that it's power increased with each battle it fought for said keeper, and with it, how it's appearance changed.

As described in that quick mock-up excerpt, "Loyal Flame" would appear like a Growlithe (because it is ofc, but for flavor sake in-universe it'd be said to be unclear), however it has a much darker coat, one that is maroon in color, and the puff of fur on its chest and mohawk-mane on its head have grown to appear more akin to a lion's mane, being the color maple. Additionally it's fur would be more spiky and stuck out, eyes even more pointed. Additionally it's black stripes could be thickened, and have some extra triangles on those on its legs.

It would either want to be a fast, hard-hitting sweeper with use of No Retreat, or perhaps as a relatively bulky sun setup, making use of its access to Bulk Up and Morning Sun.

Fantastic bulky mon that loves to dish out the sleep powders and leech seeds, also has some super strong STAB moves in Hydro Pump and Leaf Storm, decent coverage in Sludge Wave and Sludge Bomb, allowing it to hit opposing grasses and fairy types. Alright defensive typing, though it does sport of 4x resistance to water, making it a greater switch in against powerful hydro pumps and the like. Can work as a really annoying wall with all it's healing utility in Leech Seed, Giga Drain, Synthesis, all on top of the Leftovers item, additionally it could work as a maybe good screen setter, getting both Reflect and Light Screen.

Description:
This Pokémon is believed to be a Huntail, now ruling over the coral reef it resides in. It is unclear if there are more Huntails like this one, if so, none have been reported, and all the more it is even unclearer how this came to be, though there is a widespread belief from a legend in the Silver Book that talks about a "Coral Tyrant", quote: "a Pokémon whom had originally dwell in the depths, but rose up, both in power, and its location, having invaded and taking control of a coral reef with its immense power, forcing the residents of which to abide by its newfound rule".

The "Coral Tyrant" looks like a Huntail, albeit FAR more colorful, with coral lining its back rather than the orange fins a normal one would have, and the crest on its now appearing crown-like, showing metallic properties as it shimmers in the sunlight like gold. Additionally it's tail spike has split into three, and it will typically use this to execute attacks.

While this thing ain't crazy fast, it's quite strong with a volatile STAB combo of water and fairy. It can likely take a hit or two, and if so, can certainly make use of coil to raise its already imposing attack and defense all the more.

After testing the waters a bit, the council has ruled out a list of potential quickbans, let's go over some of them shall we?

:Weavile: To the surprise of absolutely nobody, Weavile is a problem in a limited format. In this case, its less of Weavile itself being the main problem (even though it's still incredibly oppressive on its own) but it enabling other threats like the bear through pursuit, which makes counterplay to other mons way more limited.

This mon is also mad goofy. With the combinations of its guts facade being the strongest in the game, decently good bulk and its great ground typing to complement it as it breaks through normal resistances. There is a reason as to why so many subs are focused on trying to reliably counter this mon.

Terastal as a whole was an experiment to see if this meta could handle it and as it turns out, no, it really doesn’t. I think having this mechanic in place will severely limit the options that the Paradox Pokémon we make are going to have, that and the fact that there is already a series of outrageously strong users that are able to abuse the mechanic and go nuts.

:dragonite: Speaking of Terastal abusers, Dragonite is one of the clearest abusers. It is certainly already strong even without taking into account terastal due to the lowered power level of the meta which allows it to be set up easily, but with terastal it can become really hard to deal with. Tera normal is common but I believe this mon could easily explore more options in regards to tera types should the mechanic stay allowed.

:Ninetales-Alola: Pretty much every weather has a setter now, but out of all of them Ninetales-Alola is probably the better one at its job. Aurora veil and Snow allow to both control the field and enable sweepers to set up way more easily, as well the fact that thanks to the snow boost on ice types it can take more hits to set up the veil.

Stronger yet slower than its cousin, Sneasler proves itself to be a rather powerful fighting type in a meta where fighting types tend to be good thanks to Weavile and Ursaluna. Poison touch enables it to spread status alongside dire claw while unburden turns it into a scary late game sweeper, all while simultaneously having good offensive stats already without setup. It admittedly needs more testing to corroborate its effectiveness but it does at least have Dire Claw working well for it.

:Pelipper: Finally, we got Pelipper and its Drizzle antics. Now, it isn’t like rain is an instant win button right now, but with abusers such as :kingdra: or :zapdos: it certainly can be argued that it has the potential to overwhelm teams. Not as bad as other mons, but for the moment it's being watched on.
Admittedly, there are a couple of threats not mentioned here like
and :Porygon-z:, but that's mostly because movepools have been a bit funky and moves like Rage Fist haven’t been implemented.

Veto post should be coming soon, but for now its 48 hours until subs close!

Description: This Pokémon resembles a creature described in an expedition journal as Bog Champ. The book claims it is able to jump incredible heingts, descending with clenched fists in a punch that shatters boulders.

Competitive: Pretty nice tank. Made to spread Poison so that whoever takes it down has to deal with Poison + Storm residual damage, but while its on the field Bog Champ can still put in some really nice work. Bulk Up sets look potent, letting it recover HP with Drain Punch and Black Sludge. Acid Armour + Body Press is also a very fun option for bulkier sets. Forces Sneasler to run Acrobatics if it wants to deal with this.

Description: Research suggests this being may actually be Abyss Maw, a creature introduced in an old expedition journal. It seems to hypnotise Pokémon to get closer to it, as it hides within shadows, then jump out of said shadows and trap the prey in its jaws.

Competitive: Made to use Coil is a kinda interesting way. Can recover HP with the sig, and two uses of Coil also allow you to reliably run Hypnosis. the sig also has interesting synergy with Wave Crash, encouraging Scarf sets. Jaw Lock is also an interesting move for it as it cannot be trapped itself since its a Ghost. All around a very weird mon but I think it has a fun playstyle.

Competitive: Octillery has a fucking infinite movepool so I thought it'd be fun to make a mon that can actually make use of that. Its otherwise your average glass cannon.

Competitive: Onix learns Dragon Dance for some reason and I thought it'd be neat to make use of that. Its a pretty straightforward mon but the idea is simply to set up DD thanks to naturally high bulk and go to town with edgequake coverage and Fairy stab.

While a lot of our subs have been fantastic this slate, some of them we (The Council) believe may either be too strong or need a few tweaks in order to be better suited for the current meta. MegaFlareon We believe Monster Surfer exhibits too many good traits considering the lack of viable Grass-types in the current meta. We recommend lowering this submission's Speed by -10 as a result

Turtlek Unfortunately, we feel we have to veto all of your submissions due to the overwhelming power of their custom moves. In order of appearance:
- Wrapping Storm having a potentially infinitely long duration is just broken. If you need an explanation for why, just read up on why Shadow Tag and Arena Trap are broken
- Any OHKO move is broken, and Faithful Hope is no exception. Again, just read up on why OHKO moves are broken (basically, having a 30% chance to delete a member of the opponent's team is incredibly unhealthy)
- For Sea Debris hazard that can deal 25% to any type asides from Water is broken. Regardless of it other hazards can be stacked alongside of it \
- Bane of the Undeads suffers from the same issues as Faithful Hope
We highly recommend that you remove or massively rework these custom moves. If possible, we also recommend that you join our Discord Server (linked in the OP) and send any future submissions to our submission-feedback channel
Additionally, we recommend Weed Hunter have -10 removed from its Attack, as Shell Smash alongside 164 Atk is incredibly scary.
Vulcano Spiteful should also have Roost removed and its stats edited, as they currently exceed the 570 BST restriction

Revenge of Depressed Gay For Corrosive Claw, this submission is really just another Weavile/Sneasler, two Pokemon that are either QBed (spoiler) or are on the watchlist. At the moment it would be the second fasted Pokemon. We recommend that you remove Dire Claw and Triple Axel from its movepool, as everything asides from this submission's movepool are otherwise acceptable

SirPuppet With Rainbow Light's current bulk, we believe the addition of recovery with Moonlight pushes this submission over the edge. As such, we recommend removing Moonlight from its movepool

SparkRolf Firstly, Loyal Flame is fine, but we recommend Fervor Oath be changed to No Retreat. As it stands right now, we do not believe No Retreat would be unbalanced on Loyal Flame, and using an already-existing move over a custom saves time with coding.
Additionally, Bitter Bog is, we feel, too much for the current meta defensively. A HP reduction of -20 is what we recommend

Double Iron Bash For Sea Wraith, we believe its sliightly too hard hitting for the current meta. A -10 SpA drop is recommended because of this.
Also, we recommend axing Accelerock from False Algae's movepool.
Also also, we have some concerns regarding Sand Dollar. At the moment, it massively competes with Clodsire, sharing many of the same tools as Clodsire but boasting a far better bulk. That doesn't mean you should buff it defensively! Instead we highly recommend that you rework Sand Dollar so that it has a distinct role from Clodsire

Samtendo09 Firstly, for Broken Heart, we believe that this submission's high offenses coupled with its incredibly high Speed and False Kiss would make it incredibly difficult to deal with both in the teambuilder and during a match. As such, we recommend nerfing False Kiss's secondary effect from a 100% chance to a 30% chance to activate
Secondly, Typhoon Balloon/Tragic Mask (please clarify which) has an incredible amount of bulk for such a strong Nasty Plot sweeper; a -20 HP cut is highly recommended, preferably with it being dumped into Atk

myself12 Flying Fanfare needs to have its BST reduced to 590

Quick Bans!
After discussion amongst the council, we have elected to ban Weavile and Terastal

:weavile: Weavile has a lot going for it: Dark/Ice STAB, incredible Speed, high Attack with SD and the ability to Pursuit trap to an overbearing degree. It should come as no surprise that Weavile is being Quick Banned; it received 5/5 votes to be banned

Terastalisation was allowed into the metagame in order to experiment with the gimmick. After close examination, however, we believe that tera is unfortunately not fit for this meta: BoE features many Pokemon that can take full advantage of tera, and the issues that it presents in SV OU and other official metagames are true here too. Like Weavile, it received 5/5 votes to be banned

There isn't much to say about the remaining radar mons, though it is worth mentioning that Ursaluna was not quick banned at this time due to the wish to continue experimenting with it. We fully recognise the power of The Bear, but wish to continue playing around with it before banning it. It received 2 Ban votes, 2 DNBs, and one vote to abstain

I didn't want to make this another boring, hideously overpowered tank of this type, so decided to take it a more offensive route.

The description of the man lead the detective on the case to believe that this incident was not isolated, as in the last month, several reports have come up stating practically the same, in the middle of the night, the light rustling of metal is heard, and in the morning, most of the cutlery on the house was missing. Specially, the spoons. Not a lot of people can claim to have caught a glimpse of the thief, but the ones who did, claim that the rustling of metal that could be compared to a Wind Chime is due to the perpetrator wearing an armor made of all the spoons it has stolen. It is also said to have a shining, long silver moustache from where forks hang like fish just caught.
