Hi, where would I find the list of the exact usage stats of each pokemon for august, as shown here?

This is obviously a subjective question but how necessary is it to have a Scarf user on bulky offense in the current meta? My background is primarily in SM and it feels almost mandatory to run a Scarfer on BO in that tier to not get run over by many of the very fast threats like Mega-Lop, Ash-Gren, Mega-Zam, etc. However, I felt like in SS it wasn't as necessary to have a Scarfer on BO, possibly due to the decreased power level of the tier; I also remember John W saying during SS that you really just needed something Torn-T's speed or faster. I also feel like Scarfs aren't as common in SV as SM, and I'm sure that's partially due to Booster Energy, but that obviously can't be used repeatedly as a form of speed control. So, I was wondering if BO teams can be fine without a Scarfer in SV if they have a fast mon (like Dragapult or something) and/or strong priority attacks, or should you really try to fit a Scarf mon? This was the only BO sample team I saw that didn't have a Scarf.

While not 100% necessary like you shown, it is really recommended, to put the offensive pressure and to counter opposing offensive pressure, try to do either a scarfer or a booster energy mon, if that mon outspeed timid/jolly Dragapult (421) and can do more than just that, I think its a good choice
 
What is the winrate statistic, what is it used for and what does a 100% winrate on a pokemon say?

Win rate statistics are mainly measured for individual tournaments, smogon doesn't keep track of winrates for every single pokemon on the ladder (to my knowledge), since storing usage rates is deemed more important due to the way that the usage-based tiering system functions.

Win rate isn't particularly used for anything, but it can certainly explain why a pokemon is predominantly good in a metagame, better pokemon tend to have a higher win rate. Generally, good pokemon with a lot of usage tend to have a winrate around 50%

You'll notice that Great Tusk and Kingambit are used astronomically more than the rest of the competition, and their win rate tends to float around 50%. However as you scroll down, you'll see a larger amount of pokemon with a 100% win rate.

This typically happens due to an extremely low usage rate, with these pokemon only really being used a maximum of 3 times. The higher win rate doesn't mean they're better than the pokemon at the top, just that they were able to win with a good team or had a significant amount of surprise factor. For example, a win rate of 60% for a pokemon used 50% of the time just isn't possible, there's a 50% chance you'll run into the same pokemon, then one of them will have to lose.

Typically, a smaller sample size means that a pokemon has a higher chance of having an extremely high winrate, this is simply due to a lack of variance against different kinds of teams.

TLDR:
Winrate stats are simply calculated to figure out how dominant certain pokemon are in tournaments. They're not particularly used for anything, unless a pokemon has a significant usage margin as well as a very high win rate (typically over 60%) then a pokemon could be said to be somewhat broken or strong (for example if a pokemon used 20% of the time wins 70% of the time). Pokemon with smaller usage rates tend to have either very high or very low win rates due to a lack of usage.

Winrate as the name implies is the chances/stat that pokemon wins a match, it is used Alongside usage stats to see how important/viable that mon is

For example, GSC OU Snorlax has a 100% usage rate, yet his win rate is 50%, you gotta take those 2 into the account

What are some.of the better double status-ers? Other than Dragapult and Rotom (who might fight my team better). Drag is the best I take it.
 
As pure status spreaders, yeah those two but you can also use glowking with sludge bomb and twave to fish for poison and paralyzes, outside that, try to use the common super status spreaders like zapdos, ace, sneasler, etc

Both are stupid broken and nobody on the council wanted them back for now, but both are likely to be discussed more during DLC2, when we are entering a more permanent metagame.
It seems that neither mons were as broken as Palafin in the first place, which was on the survey.
Someone on council wanted Palafin to be included, but it never had serious support -- inclusion was just to be safe at that point.
In addition, Annihilape has reliable counters, like Zoroark-Hisui, Enamorus, and the huge prevalence of Will-o-Wisp as well as the downfall of Multi-Strike Mons such as Breloom and Bug-type attackers such as Scizor and Lokix.
This is just not...fully correct ngl. Zoro-H is hardly viable, Enamorus loses depending on the Tera and barely walls it to begin with, and Taunt / Sub are very common for Wisp.
Espathra now has way more dark types to fend off than it used to (Kingambit, Samurott-Hisui, etc.) and the return of another unaware Mon, Clefable.
Espathra tends to take advantage of Dark types with Tera and Unaware Clefable still loses to Stored Power unless Tera Dark...

Didn’t realize the what the actual situation with Palafin was, am reading the poll results now (I definitely never want that back in OU).
I still think Espathra could be voted on but you make excellent points for both, and now I’m completely convinced that Annihilape should stay Ubers.

do not really want to go too public on it as they mainly said it when we were discussing Urshifu-Rapid's impact with the potential for Grassy Glide distribution and then it caught on, but they later did not maintain much support -- think it is all moot now and clearly not going back
 
Is there any place where discussion of new stuff can take place, whether for speculation or potential effects of revealed stuff like old mons with new TMs?
 
Sorry I meant in an OU context. Obviously won't push for changes until Council opens things but that thread is confirming learned stuff but isn't quite discussing impacts yet from what I'm seeing early on

Until we have confirmed information about everything the DLC has to offer competitively we will not be posting any threads regarding the new metagame. If you want to speculate regarding the effects on the metagame now though the OU Discord is an amazing place to do so, and right now it's super busy with discussion!
