Iirc the effects of the ability vary based on mask equipped, yes.
Looking at initial reactions to the scenario, and wow do a lot of people really not like Carmine.

They have different abilities. Defiant, Water Absorb, Sturdy and Mold Breaker. No trace of the stat boosting thing, probably exclusive to Tera ?
Nemona, but take away what makes Nemona likeable. She gets better though.

What's the distribution of Weather Ball? It was added as a TM but the listings I've seen show basically nothing learning it which can't be right.

It's even worse if Seerebi is correct, because that is lower than TINKATON'S attacking stat
Maybe the stat boosts are an effect derived from the held item, and not the ability?
Anyway, I like these abilities for the Ogrepon forms. They are all distinct, thematic, and seem to play to the strengths of each typing.
Compared to Carmine? She's an angel.
