The ability also makes a lot more sense thematically, as blaze was mostly interpreted as an overall power boost in the pokemon anime

Justification: These are primarily buffs to base Ogerpon and Cornerstone, because Hearthflame and Wellspring are basically fine. Opportunist replaces Defiant on base as an underutilized Ability that also reflects Ogerpon's ability to come in on Dragon Dance or whatever, Tera to get the extra Speed boost, then Encore before they can pick a new move. Wellspring is a decent Healer user but probably prefers Water Absorb, while Sunblock is kind of nice for Hearthflame on sun teams but still probably inferior to Mold Breaker, but Sand Rush turns Cornerstone into a legitimately terrifying sand sweeper after a Swords Dance, like Excadrill in days gone by.

Bitter Malice is usually an upgrade over Shadow Ball (and bypasses Baseball Bat), Freeze-Dry hits Waters and nails Ogerpon-Wellspring in particular, Focus Blast means Kingambit is not the freest switch to ever exist.

More diversity in recovery moves!
Milk Drink encourages the use of held berries.
Soft-Boiled frees it from Egg Jail and gives the eggs some counter to their physical side, and gives a recovery to frail or underused waters (not you, Empoleon)
Slack Off is already popular among viable Trick Room mons, and allows the potential mons to perform better in it.
Synthesis swaps from Sunshine to Grassy Terrain, to avoid conflicting with Morning Sun and give terrain players some actual synergy.
Moonlight does the same, for the underused Misty Terrain.
With this, all the recovery moves in the game (minus recover, the golden standard) should have unique mechanics built into them that give them more "game essence". Roost also grounds you, Rebuild heals a fixed amount of HP, Pain Split is a divide between both opponent's HP, Shore Up is Morning Sun but for sand, and Strength Sap lowers your opponent's Attack.

This alleviates Shiftry's bug weakness a little bit, removes his fighting weakness, and makes him immune to most hazards while still resisting stealth rocks, making him a nice fast defogger or tailwind setter that can also use the latter for offensive pressure.

It also has STAB Dire Claw, Toxic, Axe Kick for Steels, and U-turn. I know it got Gale Wings during the DLC distribution but like, come on, I couldn't NOT bring back Technician for wingbeat.

Justification: Venoshock is terrible. There's no way gentler way to say it. This entry actually started as just brainstorming a move that could bully Gliscor without being absurd about it, which is what eventually became Nightshade Blossom after originally being Fire and then Ice in part because neither of those types resisted Earthquake (even if Grass is weak to Acrobatics), with Venoshock merely along for the ride. I think that them both having the potential to more easily be at least 140 BP is fine since they're both two of the lesser attacking types in the game, especially Venoshock, and doing so still leaves room for Yoshiblaze's potential Chloroblast (and Eruption) changes that start out at 150 BP; Nightshade Blossom somewhat needs to potentially be at least 140 BP anyway due to Leaf Storm existing. These changes also make Toxic Spikes both more useful and more of a potential liability, which only seems fair given how free Glimmora's obnoxious Toxic Debris ability is. Finally, if you're super reckless, you can use Toxic Orb as a weird pseudo-Specs, but, uh, that's not recommended (since unlike the original versions of these, I'm not letting it cancel Poison on both sides).

Justification: Gods I really want to deal with Aurora Veil more directly on principle since :ninetales-alola: Ninetales-Alola is likely going to have be deal with eventually in some way anyway, but I'll wait a slate I guess. So instead I'll try to mitigate its BS by making Brick Break more worth using by bringing it in line with Psychic Fang's weirdly 10-BP-higher self as well as making another version of them that both isn't blocked by any type and crushes Ninetales-Alola stupid face four times over. In fact, in the likely case you're slower, Sledgehammer Blow just OHKO it while destroying screens, effectively negating its existence.

As recompense, Sledgehammer Blow should have far less distribution than Brick Break or Psychic Fangs. Like pretty much 10% of Brick Break's distribution at max just to be "fair" (not that Aurora Veil deserves fairness). Finally, I mostly just threw in Psychic Fangs here in the unlikely case that it might want to be distributed to any other mons despite getting a lot more distribution in Gen 09 as an apparent TM now. Making it non-Contact was just to make some (positive) change to it.

Justification: Given Denebstargazer is submitting Brambleghast this time and given that I would still like to buff Sand in some capacity so that it might actually be usable this Gen, I started thinking of other Sandstorm-vulnerable mons that I could make compatible with it indirectly, especially with all the mon-exclusive item submissions from last Slate. Cacturne came to mind immediately of course, but its lackluster defenses, lackluster Speed that Sucker Punch can only solve so much of, and Grass-type stacking more Ice weaknesses for Sand especially if Brambleghast finally wins meant it's not as ideal as it seems to try to buff in this way--at least that I can currently think of.

So instead I eventually settled on pseudo-Grass mon Florges, in part due to my newest move idea but mostly because other plants besides cacti can thrive in the desert (even if a real life desert rose isn't an actual rose--whatever). A Fairy type is something that Sand hasn't really had before and neither is a special set-up sweeper, which was true even when weather was horribly infinite. The item still feels like it needs something more, but I'm honestly unsure how to add to it while it keeping it both in theme and intuitive as well as not bloated and something makes you want to actually Sand rather than use just to have constant access to Draining Kiss no matter what. Shrug. (All I know is that adding 50% SpD in Sand like it's a Rock type would probably be overkill.)

Justified going to Dusknoir's line is probably a bit weird seeming, but between Duskull supposedly "only" preying on bad kids, Dusclops supposedly only sucking people into a void who bother it, and its soul-stealing as Dusknoir being possibly under orders, it does somewhat fit. Besides, Dusknoir does need some kind of help, and I personally believe just making it Ghost/Fighting mon again isn't it, especially when there's unbanned Ghost/Fighting mon that the meta already isn't even using. Jirachi mostly gets Justified since I imagine it would ignore malicious wishes (and it already resists Fairy anyway and I will still take any excuse to make it something other than an obnoxious paraflinch machine), and Ogerpon makes sense due to her being the good guy "framed" by the "Loyal Three". The DLC1 mons for Fairy Ringer are somewhat all over the place and only Mandibuzz really benefits from it in the sense of it negating a weakness. Oh well.

Justification: That there were three separate pretty similar :ampharos: Ampharos entries last slate was pretty silly, though not as silly as the fact that I managed to gloss over all of them due to a combination of constant fatigue and forgetting Ampharos and its baa-thren even exist in Gen 09. As such, I've decided to combine all three into a "best of" gestalt even though it will likely have to lose at least one of its ten new moves to be balanced; I'd personally rather Draco Meteor go than Tail Glow, but Tail Glow having to be cut would be understandable. Since I'm apparently masochistic despite scaling things back for now, I decided to drag its pre-evos along for the ride too, in part because neither of them having Fluffy retroactively still bothers the hell of me whenever I think about it. Still, I figure that Ampharos and family can use all the help they can get since they have gotten literally nothing this entire Pet Mod even in passing, which is part of the reason I forgot they're even still around.

Ampharos's primary purpose would be "Electric Surge mon that doesn't suck unlike Pincurchin", especially since it resists the new Wash Away now unlike the "from the sea but not Water" mon and even though Ampharos currently directly lacks recovery. I'm not sure it should have reliable recovery though with Electric Surge, Tail Glow, and Rising Voltage, the last of which is one of those weird moves this Gen that technically still exists but is just something that no currently mon has for...reasons; otherwise I'd probably have given it Slack Off over the Parabolic Charge that both DenebStargazer and Mintly gave it last slate. The other abilities are mostly self-explanatory, with me deciding to give it Round like Catzzadilla so that it had a reliable way to pivot without getting necessarily blocked by that on Grounds even if I still wanted it to not be able to just absolutely murder Ground types (without Tail Glow), which is I didn't give it Grass Knot like DenebStargazer did. I similarly wanted this to not be able to instantly explode Blissey and Levitate Magnezone even though I'm pretty sure Rising Voltage already does that even more to the former, which may mean it's too much. (Being able to explode Fairies is fine though, especially Ninetales-Alola who deserves nothing but suffering and is arguably the main target of Flash Cannon and of Cloud Nine even though the added Dragon type makes it decent against Sun, Rain, and Misty Terrain teams too as the would-be only Dragon able to ignore the last of those.)

Not much else to say except that Fluffy Eviolite :flaaffy: Flaaffy might have some type of use in OU I guess. At the very least it would be deceptively bulky against certain attacks as long as it avoids Knock Off and Earthquake; Brave Bird would do hilariously little to it no matter the mon unless Mold Breaker is involved. Shrug. (:mareep: Mareep stands no chance anywhere in OU, but it's at least cute.)

Justification: This is somewhat a resubmission and somewhat not, just because I figured I would kill two birds with one stone given the above Ampharos as well as the fact that this just got Exoskeleton. So I wanted to keep that and instead lean into :vikavolt: Vikavolt being a new Magic Bounce mon without the Psychic weaknesses of :hatterene: Hatterene and :espeon: Espeon that could also get rid of hazards as well as have more physical bulk and more reliable recovery; this is why I didn't copy Mintly's Magic Bounce on Ampharos above. Not much else to say here except that both :grubbin: Grubbin and :charjabug: Charjabug are cute, which is the primary reason they're included here even though Charjabug does have an exoskeleton apparently; I always that the Littlest Cube was another squishy bug mon externally. Huh.

Oh, and since this no longer has Electric Surge, unlike with my Ampharos potentially, Rising Voltage should both be more than fine and absolute murder with Electric Terrain support. This especially since Exoskeleton makes it easier to use Specs due to shedding its weakness to Rock(s). Finally, having Exoskeleton instead of the would-be Electric Surge now also makes it far better at bluffing anyone of its abilities, which is also nice for it.

Justification: Sucks that Minior isn't in the game so I can't do this to Shields Down (which is what inspired the status condition immunity, though I made it a little weaker so you can still Scald burn but you can't Will-O-Wisp), but anyway, there have been a few attempts to buff Disguise and Ice Face to make Mimikyu and Eiscue more usable, so here's my attempt. Ice Face being a full clone of Disguise makes Eiscue's gimmick actually work, as now the opponent can't just hit you with special moves until you die, while the pseudo-status immunity forces the opponent to actually hit you ASAP. When that happens, Mimikyu gets deter Intimidate and other stat-lowering attempts, while Eiscue gets a huge boost to its coverage as well as shedding its Fire weakness, along with its usual huge Speed boost. Both are likely locked to HO teams, though in a theoretical lower tier environment maybe Eiscue can work as a fast pivot or something.

Anyway, with a much better typing and secondary STAB, plus gaining Fire coverage back in Mystical Fire should make Indeedee-M a great option as a special breaker while also making another terrain slightly more common to slightly counteract Grassy Terrain's dominance, though this buff is more meant to allow Indeedee to function better by itself rather than enabling PsySpam which has been dead for awhile afaik. This also has a good synergy with NP + blunder policy esp with moves like hurricane, Thunder, focus blast, hydro pump, and more they can all be used to bully offensive teams

Rollout on a bulky defensive pivot might seem concerning after we just took it off of Amoonguss for doing the same thing, but Snorlax isn't throwing out Toxics and Spores while also getting to keep momentum with Regen, so I think it'll be fine here.

I'll basically just be giving some brief feedback on all submissions, including whether or not your sub could be vetoed (meaning disqualified from voting). Note that I haven't talked with the rest of council about vetoes or anything, so none of the vetoes here are official, with the official veto slate happening tomorrow when submissions close.

Moves: Twin Beam will probably be a bit awkward to use in practice, but I like the idea. Brisk Wind is still cool.
Items: Critical Policy is just alright, probably too niche to see use.
Abilities: Guard Dog is also just alright

Items: Teal Mask is neat, the free Scarf aspect from Tera is cool and this is a great way to bring that back
Adjustments: Gliscor is funny, but also it just got Exoskeleton over Sand Veil so be sure to give it that (unless you just really want it to still have sand veil ig). Eelektross is fine

Moves: Still think that Flurry Dust is cool but the wrong type since Bugs can't freely hold Loaded Dice often, Last Resort is funny
Items: Not a huge fan of adding a bunch of new shards for the sake of making Megas but not (also technically doesn't fit with the naming convention of the Zard Shards since those "Terastalize" Charizard and these don't but that's a nitpick). That said, I like Diancie and Altaria's the most, Scizor's is fine but I like the Mantis Claw sub more as a Scizor line buff, and Banette's won't make it relevant at all unfortunately
Abilities: Momentum and the starter abilities are neat, Anticipation is alright
Adjustments: Alolem is fine, it's already theoretically kinda decent as a Magnet Pull mon (which isn't exactly an important role rn since so many Steels can get past getting trapped, but I digress) with something like Tera Shard Fighting Body Press or Tera Ground EQ, but this would be a good buff to it

Moves: Friction Burn is fine, though I don't really think if it'd see use since Flare Blitz is just so much stronger and a lot of those suggested mons get Raging Fury as an alternative. Maybe if Heatran was more relevant (feels weird to say that). Neutralise is neat on paper but probably wouldn't see use, much like Electrify
Abilities: This is kinda just Fluffy with different flavor, which isn't terribly interesting
Adjustments: Brambleghast and Brute Bonnet have been done in similar ways before but these versions are still good, the Rotoms are still fine, and mini-Flutter Mane looks fun. Not 100% sure if cutting Plot is necessary considering its meh stats.

Moves: Whac-A-Mole is fun but we don't particularly need more pivoting
Abilities: Normalize still really isn't worth it as Normal-types are just kinda bad unfortunately and both Persian and Tauros have better boosting abilities. Big Pecks is fine, not a huge fan of Solid Rock as the defensive utility of the Rock-typing isn't quite as good as Bug's, so this really only helps Rock-types. Also I wouldn't say that vanilla Solid Rock is a bad ability, as the damage reduction can be the difference between getting OHKO'd or 2HKO'd or getting 2HKO'd or 3HKO'd, it's just that Rhyperior is the only half decent mon that ever got it not counting Necrozma-Dusk Mane in Ubers with Prism Armor.
Adjustments: Both adjustments are more nerfs than buffs, as both remove new abilities that these mons got in the DLC Distribution slate for worse ones. Ariados got Battle Spines and Chandelure got Smelt, which are both their best abilities rn, so they should keep those. I recommend making Ariados' abilities Battle Spines / Intimidate / Sniper, and Chandelure's Flash Fire / Smelt / Prankster

Moves: Powder Bomb is neat but I don't think it needs that many effects, you can probably drop the Effect Spore effect (esp since people probably won't want to add that kind of effect considering how hated vanilla Dire Claw is)
Items: The Masks would potentially get vetoed since giving Hearthflame Oger its free Attack boost just makes it too powerful, even without the extra 1.2x boost. I have to double check later, but Safety Policy's effect might've gotten vetoed in the past for being such a steep boost for something that happens so easily. Berserk Gene would also probably get vetoed as the downside isn't enough to offset how insane getting +2 Attack on switch-in is, as confusion is only a 30% chance to hit yourself which is low and you can easily work around it with Misty Terrain
Abilities: Embody Aspect is fine, though a bit awkward since it relies on your item sub to win since it would be weird to give Oger Embody Aspet without the Tera/Mask aspect of it. Supersweet Syrup is still okay
Adjustments: Ogerpon would probably get vetoed for making a new form (ik Revavroom has new "forms", but that was simply a workaround for what could've been done all within the effects of an item, just made things a lot easier to code it that way), so you'd have to remove Ogerpon-Teal and make base Oger either Fairy or Fairy/Grass. Additionally, Fairy/Fire might push Ogerpon-H over the edge, as while you don't get as strong a secondary STAB in Play Rough, Fairy/Fire is one of the best offensive typings in the game on a mon that's already a menace, plus putting Embody Aspect on top of that would definitely make it broken

Moves: Comeuppance is fine, Desert Storm might be kinda crazy but I'd have to talk with council
Items: My gut instinct says that Perfume Bottle would be kinda broken, as ability-denial in such an easy way sounds pretty concerning, but this is another thing I'd have to talk with council about as I can't say so for sure. Old Rod is alright, Cramorant becomes an equally extremely funny and extremely annoying gimmick a la Hackmons. Doom Bell seems kinda pointless, the downside is likely too heavy for a lot of the things that would want to use this and Snow Globe already gives Ice-types the same kind of boost, so this is kinda just a Snow Globe for Bronzong at the end of the day
Abilities: I like Guard Dog a lot, Prey Drive sounds neat on paper though I think I have to double check if that's actually codeable since Pursuit is quite complicated (it genuinely might not be), Possessive is alright in concept but I'm just now realizing that Tera Shards being an unknockable item anything can use probably makes this broken actually
Adjustments: Ogers are cool, Froslass is also cool, and I like Corv a lot though I'm not sure about Swords Dance on it
Moves: Witch Kick is fine, this Fell Stinger as a Poison move feels like it has a lot more potential without being either broken or useless with no in-between than the Bug version so that's good, Heat Wave's effect is alright (honestly the cooler thing is giving it to a couple for Grass-types more than anything), Not a fan of Milk Drink as it's just a worse Life Dew, Soft-Boiled is okay, Synthesis is fine, and Moonlight being weakened by terrain might make genuinely bad actually considering how much people spam Grassy Terrain nowadays. Overall though, I think we've added quite enough in terms of recovery moves already
Items: Leaf Wings are alright, Ring Target would probably get vetoed as it'll probably be broken on Ground-types and Regieleki, and Coffee Bean would probably get vetoed as we've historically wanted to avoid adding weird Speed tiers, being Speed tier multipliers that don't end with .5 or .0, as they can be a pain to consider in game when they don't have Choice Scarf's drawback.
Abilities: Not a huge fan of Unfinished Business, seems a little silly on setup sweepers as they just get to almost always force a kill because you can't stop them from getting an attack off, which could be game-ending depending on the situation, so distributing this might be difficult. Corrosion is another thing that's often been vetoed in the past as Poison is surprisingly hard to deal with offensively when you don't have Steel-types to fall back on (mainly because of the Poison status moreso than the offensive power of the type itself), but I'll have to talk with council to see if we do that again
Adjustments: Scovillain likely isn't really getting anywhere, especially without Chlorophyll, as its stats are just too low to really do anything it wants to do plus it has competition in Ogerpon-H now. Furret is a similar situation. Sinistcha would get vetoed, but only because you're giving it a dexited move in Trick-or-Treat which isn't allowed. Aside from that, Prankster seems pretty powerful on something with Sinistcha's tools, probably not broken (especially with Dark-types as good as they are) but a bit spooky

Abilities: We made a change after distribution came out and Milotic ended up keeping Marvel Scale and losing Competitive instead, so we do still have a full evolved Marvel Scale user. That aside, Marvel Scale is quite an underwhelming ability so I'm not a huge fan of redistributing it
Adjustments: Fez is alright (and also already gets Dual Wingbeat)

Moves: Venoshock/Nightshade Blossom are alright (though they do need to be the same BP, 75 BP for both should suffice), Brick Break and friends are still fine

All the resubs here are still cool. Mamoswine with TAxel and SD is probably too much, but the rest of the buffs are nice

Moves: Dragon Impact is alright, Focus Punch being a clone of Peekaboo was something I considered doing when I subbed Peekaboo, though I decided not to as Fighting move competition with Close Combat and Superpower probably makes it not worth it and I have the same feeling here, and Feint is neat, like a mini-ESpeed
Items: Adrenaline Orb is cool, Metronome is decent, kinda reminds me of the SylveMons items that gave a 1.33x power boost but gave the user the Torment effect, Metronome is like a less committal version of that, and Colassal Broom is interesting, extremely powerful effect that I think we have vetoed before, but I do like that the item doesn't enable Sneasler nor does it make the holder immune to hazards, so it probably fine like this
Abilities: Mirror Armor is alright, and Reckless is cool
Adjustments: Starter having 3 abilities irking me aside, Skeledirge seems quite powerful not even considering Tera Shard Overcoat stuff, Fire/Fairy sounds like an amazing typing for an Unaware mon, like a bigger Clefable. Hydreigon is fine, and Pawmot is fine, mostly still just a worse Iron Hands but fast but that speed does give it a bit more freedom as it's note as easily stopped by fast Ground-types. Also Pawmot already gets Wish

Adjustments: Wiggly is still funny, and I like the Loyal Three a lot

Items: Yeah, Sand Veil. I'm just permanently addled this year apparently, so Sand Veil and Snow Cloak fused in my mind while I wracked my brain over trying to think of anything else to make it more useful that's actually intuitive without being obviously broken--like "immune to phazing effects", "immune to Taunt", "immune to [insert type here]", etc. So I guess I'll let it do the seemingly least evil additional option of +50% SpD in Sand and see if you understandably veto it tomorrow. Otherwise, yeah, I'll get rid of Sleep on the bed just because :sneasler: Sneasler is already hella annoying as it is even with the nerf to Dire Claw here.
Abilities: Cool. I am open to any different names for Fairy Ringer that are in line with Justified because I still can't change the latter since it's an official ability and since I've still yet to think of any.
Adjustments: This is just me being an addled-mind idiot again. I could have sworn that Vikavolt still had Roost--because why, in all of its clearly infinite wisdom, would Game Freak take away Roost from any middling mons? Surely they'd never do that, right? /s--when I checked, but either I was in National Dex or just straight up hallucinated when I did. Fun. So, yeah, Vikavolt will have Roost again since it shouldn't have lost it in the first place even if it's as much as a Flying type in game as it is actually speedy in game.

This was very borderline, but we decided that Ground is too good of an offensive type for a Future Sight clone this strong. Probably make it like 90 BP

Lowering this to a +1 boost should give us a lot more room to distribute this

I recommend just making it prevent the hazard from being set up rather than being bounced back

Also, not part of the veto, but I do also recommend swapping Sunblock out on Hearthflame for something else inconsequential just to keep this from being too similar to Z-nogyroP's earlier Ogerpon sub
