I changed the way I did the readlist and dropped the +1scum group because I feel like that's not the best way of solving this game. It's just too wide and doesn't solve anything unless they are all dead.
I played it when I was 10, I don't remember a lot and it was not in this format. There were at most 10 roles you could get If I remember well.
Alice Kazumi both 3p existing or not, is very game dependent and both are frequent, recent smogon games have tended to have them as i think a lot of the newer hosts (and players) like them, before revival they were a bit less common but really depends on host
3 player mafia team is really just quite small for a 17er game, its not impossible but it would be much harder to balance than a 4 mafia team because 3 would have to have some really strong and creative roles, and town would have to be weak relatively which is very hard to pull off in a role madness game where every town player has a role of some sort
so for easy of balance, and due to game size its very likely mafia has 4 players
