I have all the 3rd Generation games, as legitimate cartridges.
Now I do know how to RNG in Emerald, but breeding is a hassle (if Qwilfish could be caught, it'd be way easier), and as such this project doesn't sound fun (unless you're looking for any old Qwilfish w/ Swords Dance?). Sorry.

I'm fairly positive that there's only been one Wonder Card capable of being shared, that being the Secret Key one... and even then, only the Japanese version. :/
That's the thing. There's no option for that.
All of my cartridges are legit, yes. I don't use flashcarts or emulators.
The spread I used for Salamence will probably work out fine (frame 116 or something, but whatever).
And I don't think I can pass the WC to my Heart Gold, it doesn't look like there's an option for that.

Just looked at my Soul Silver, under Mystery Gift, it seems I do have a Jirachi I haven't picked up yet, downloaded on Jun. 26, 2010.
Also a Pikachu-Colored Pichu on Diamond from Feb. 5, 2010, but that's not really special, lol.
That's all I have left, it seems. Probably had something on Heart Gold, but I didn't bother looking before I restarted. :/
