Yes, it's harder to do breeding on Platinum. You could spend hours or days on the IVs because of those cowgirls, but people can get one pokemon bred from shiny egg to IVs in under and hour with HGSS.
You can't get Groudon or Kyogre or Rayquaza on Platinum. Or latios and latias. And wait till you have fun with the cow girls. I once spent several days trying to get the egg IVs on one pokemon because of those cow girls.
Well, if you don't have IRwin either, then you will either need to restart your game (trade your best pokes to the Platinum game) and or get an AR to put in the code to receive the egg again. I'm not sure if there is such a code, so you'd have to research it.

All right. There's Irwin. You can use him instead of Elm. He has three types of phonecalls as well and they advance frames the same as Elm. http://www.smogon.com/forums/showpost.php?p=2650883&postcount=268
Plus you can use the radio to advance.
Does he say these three things when you call him multiple times?
