Yeah I actually checked all the buildings, and there's only one where there are no NPCs (and I mean nobody) maybe I'm missing something :/

I used a Repeat Ball and a Luxury Ball, because they match the Pokémon's Orange Color :)
I can give you both too, but I'll keep advancing to even higher frames to see if I find a descent shiny Timid one anyway!
Sorry for the delay, but I've been getting problems getting the correct Shandera, I already have a Non-Shiny one in a Master Ball, Timid and with Flash Fire and HP Fighting, If you want a shiny one, I'll get to you later because as of now I have only managed to reach a descent Shiny Frame:
