That is my shiny spread, however ability 0 on Gligar is Hyper Cutter :x
If you don't mind it having the wrong ability, I can still do it if you want. Also, I'm pretty sure you can't get 31/31/31/x/31/31 with Sand Veil in 4th gen. I think the highest possible IV set would be 31/31/31/x/30/31 since jolly ability 1 spreads are pretty limited in 4th gen.
Otherwise, I can capture it in B/w pretty easily, but since Tailwind is HGSS move tutor, it wouldn't have that. :[
