Actually, this is the substitution in question:
Sub: IF Garchomp changes the weather, THEN use Rain Dance and push actions down.
The substitution triggers every time when the action occurred, which is in this case, during actions A1 and A3. And I don't recall putting in Taunt in either of them, and if I did, I must've been edited out when I was revising my orders.
If this bothers you still, we can redo last round. :]
