I think in general Stone Edge on gyarados is a better idea than Tbolt. Gives gyarados better coverage and you dont have to split his evs.

Ah I didnt thinkyou would invest in Sp. Attack, kinda useless if you ask me, Stealth rock would OHKO starmie anyways at +2 or +3 attack
