unfortunately that is a IV frame; these can only be advance by walking 128 steps and they advance depending on the number of pokamon you have on your party. Because you want a timid nature why dont you clear the attack IV and set it to HP E? That will give you others seed with HP Ice but probably a lower attack iv.
Could you give me all the details?
You can even set the iv frame up to 7 if you don't find a seed on frame one
Weather will advance the PID frames

you can only get it while exiting the house.
Go to Route 7 and listen to everything the old lady is going to tell you, save right before the exit. There's no turning point after this. Unless you have rebattle code that is ;-;
After you have all that look for a seed that has the IVs you want during the summer. Change the date and make sure the season will not change before you get to Route 7. -You can just enter/exit a building to change the season-
